The South Hackensack Police Department, under
the supervision of the Chief of Police, shall issue to any and all
persons who upon application prove to the satisfaction of the Police
Department that he or she is a lawful resident of the Township or
a municipal employee or official of the Township a resident’s
parking permit for each motor vehicle that such person owns, leases
or otherwise regularly has in his or her possession (such as an automobile
owned by such resident’s employer and regularly provided to
said resident) and which motor vehicle may otherwise be lawfully kept
upon that resident’s premises or lawfully parked upon the streets
of this Township. Said permit shall bear the license plate number
of the respective vehicle to which it is to be applied and the date
upon which it was issued and shall not be transferable to any other
vehicle except a replacement of that vehicle owned by the same resident
bearing the same license number.
Any resident may apply for and obtain from the
Police Department a resident guest permit. Each household shall be
entitled to up to two permits at a time. The permits shall be marked
with dates by issuing officer and shall not exceed one week in length.
No household shall be entitled to more than three weeks of guest permits
per year.
In issuing any of the aforesaid permits, the
Police Department shall consider the tax bills, proof of voter registration,
driver’s license, automobile registrations, leases, resolutions
or payroll records of the Township and such other instruments or records
in determining the qualifications of any applicant.
Each resident’s parking permit shall be
affixed to the left rear side window of the vehicle and shall not
be transferred to any other vehicle except a replacement vehicle owned
by the same resident and bearing the same license number.
The proper display upon a motor vehicle of either
such permit referred to herein while valid shall constitute prima
facie evidence to any law enforcement officer that such vehicle qualifies
as resident’s vehicle in accordance with any motor vehicle regulation
presently in effect or hereafter adopted by the Township.
Any motor vehicle parked upon the streets of
the Township between the hours of 2:00 a.m. and 6:00 a.m. without
first displaying a resident parking permit as set forth herein shall
be in violation of this article. Any person violating the provisions
of this article is subject to a fine not exceeding $1,000, imprisonment
for a term not exceeding ninety days, a period of community service
not exceeding 90 days, or any combination thereof.
