The Superintendent of Police, the Superintendent of Fire and the Director of Building and Planning, or their appointed delegates, are hereby authorized and directed to administer and enforce the provisions of this chapter relating to physical security requirements.
All applicants for building permits shall be required to comply with the provisions of this chapter.
Noncompliance with the requirements of this chapter, except for Article VII, shall be a violation of Chapter 62, Building Construction, and shall be prosecuted under Chapter 62.
A. 
The enforcing authority may develop regulations consistent with this chapter for the purpose of determining what materials are approved insofar as they meet minimum security requirements. Further, the enforcing authority shall develop regulations for determining when there shall be an inspection of an existing commercial building or multiple dwelling. Said regulations shall state that inspections shall occur only after the enforcing authority has determined a commercial or multiple-dwelling building or parking area thereof to be a crime hazard.
B. 
Regulations shall be promulgated by the enforcing authority and adopted by resolution of the Board of Commissioners within 60 days after the effective date of this chapter.[1]
