A. 
Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force, or as hereafter amended, enacted or a reenacted, except where the context clearly indicates a different meaning.
B. 
The term "legal holidays," as used in this chapter, shall mean and include New Year's Day, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas, or days celebrated as such.
C. 
In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter.
D. 
For the purposes of this chapter, City Avenue and the streets and highways running parallel or generally parallel thereto shall be deemed to run in a north-south direction, and Lancaster Avenue and the streets and highways running parallel or generally parallel thereto shall be deemed to run in an east-west direction.
E. 
Any linear measurements specified for various regulations contained in this chapter shall be deemed to be approximate to the extent that such measurements, and the regulation to which they pertain, shall not be affected or altered in any way by the widening of a street or highway, by the construction of curbs, gutters or sidewalks or by any other action which might tend to obliterate the point from which such measurements were originally made. Unless otherwise indicated, measurements shall be made from the nearest curbline of the street or highway referred to in a location description or from the nearest pavement edge, if there is no curbline.
F. 
The term "Parking Services Department," when used in this chapter, shall refer to the Lower Merion Township Department of Parking Services.

The provisions of this chapter shall be severable, and if any of its provisions shall be held to be unconstitutional, illegal or otherwise invalid, such decision shall not affect the validity of any of the remaining provisions of this chapter. It is hereby declared as a legislative intent that this chapter would have been adopted had such unconstitutional, illegal or otherwise invalid provision not been included herein.
A. 
All previous ordinances and resolutions of the Township of Lower Merion pertaining to the regulation of traffic and parking, adopted prior to August 2, 1978 (Ordinance No. 1830), are hereby repealed, and in particular, the following ordinances, as amended, are specifically repealed: Ordinance No. 704, adopted December 18, 1940; Ordinance No. 928, adopted December 15, 1948; Ordinance No. 1056, adopted August 5, 1953; Ordinance No. 1345, adopted May 17, 1961; Ordinance No. 1371, adopted December 20, 1961; Ordinance No. 1745, adopted July 16, 1975; Ordinance No. 1749, adopted September 17, 1975; and Ordinance No. 1766, adopted April 21, 1976.
B. 
The repeal of ordinances and resolutions provided for in Subsection A above shall not affect or prevent the prosecution or punishment of any person for any act done or liability incurred in violation of any ordinance or regulation in force immediately prior to the taking effect of this chapter.
C. 
The provisions of this chapter, insofar as they are the same as those of ordinances and regulations in force immediately prior to the enactment of this chapter, are intended as a continuation of such ordinances and regulations and not as new enactments. Any ordinances adopted subsequent to August 2, 1978, and prior to the date that this chapter takes effect shall be deemed a part of this chapter as much as if set forth herein. Such ordinances are hereby continued in effect and shall be incorporated herein in such manner as is most appropriate.
