The Board does hereby activate and empower the Corporation for the express
purposes stated in the Act.[1]

"WHEREAS, in 1982, the Virginia General Assembly enacted the Buchanan
County Housing Development Corporation Act, hereinafter sometimes referred
to as the "Act," upon a declaration and finding that there exists within Buchanan
County a serious shortage of sanitary and safe residential housing at prices
or rentals which persons and families of low and moderate income can afford;
and
"WHEREAS, the Act creates an entity known as the "Buchanan County
Housing Development Corporation," hereinafter sometimes referred to as the
"Corporation," which is a political subdivision of the Commonwealth of Virginia,
a public body corporate and politic; and
"WHEREAS, the Act authorizes the Buchanan County Board of Supervisors,
hereinafter sometimes referred to as the "Board," to empower and organize
the Corporation for the purpose of providing suitable housing to the residents
of the County; and
"WHEREAS, it is the Board's desire that all citizens of the county
reside in safe and sanitary housing;"
The following seven persons,[1] who are residents of the County, are not employed by or an officer
of the County, shall serve as the initial directors of the Corporation and
for such terms as are designated hereby: The original appointees shall serve
for terms of one, two, three, four and five years, respectively. Thereafter,
directors shall be appointed for terms of four years.

The Clerk of the Board shall cause this article to be filed in the office
of the Circuit Court Clerk, the same being designated as the certificate of
appointment.
The proper officials or employees of the county are to do all things
required by the Act to further the purposes therein and to lawfully fulfill
the requirements thereof.
