Before any persons shall parade or assemble within the town, such persons
shall obtain from the Chief of Police a parade and assembly permit which shall
be issued and signed. Such permit shall be issued only to responsible persons
or organizations.
The Chief of Police shall withhold the issuance of any such permit if
he feels that the parade or assembly contemplated may lead to a breach of
the peace or endanger the safety of the public.
