The supervision and direction of the work and functions of the Department of Highways shall be performed by the Foreman of the Highway Department, and the direction of that Department shall be under his control.

The supervision and direction of the work and functions of the Sanitation Department shall be performed by the Foreman of the Sanitation Department, and the direction of that Department shall be under his control.
The position of Foreman of Buildings, Grounds and Municipal Facilities is hereby established. The duties of the Foreman shall be the supervision and maintenance of all public buildings, parks and buildings under construction. He shall perform such other duties as may be prescribed from time to time by this Board or the Mayor.
