The Mount Vernon Youth Bureau, hereinafter referred to as "the
Bureau," is hereby established in and for the City of Mount Vernon,
in accordance with Article 19-A of the Executive Law of the State
of New York.
The Bureau shall consist of 14 members. Twelve members shall
be appointed by the Mayor; the remaining two members shall be the
Commissioner of Public Safety and the Chairman of the Committee on
Parks, Recreation and Youth of the City Council, who shall serve as
members of the Bureau by virtue of their office but shall not be eligible
to become an officer of the Bureau.
Of the members first appointed, four shall be appointed for
terms of office of one year each, four for terms of office of two
years each and four for terms of office of three years each. Thereafter,
all appointments, except to fill vacancies for unexpired terms, shall
be for terms of office of three years each.
All members of the Bureau, including the Chairman, shall serve
without salary or compensation but shall be reimbursed for their actual
and necessary expenses incurred in the performance of their official
duties.
In making appointments to the Bureau, the Mayor shall take into
account professional competence and/or distinguished service rendered
in any and all areas of youth work.
Vacancies on the Bureau occurring otherwise than by expiration
of term shall be filled by the Mayor for the unexpired term.

The Bureau shall meet at least once each month on a stated day
to be selected by the Bureau and may hold such other meetings as it
may determine from time to time. Eight members shall constitute a
quorum. Whenever the approval of the Bureau is required, the affirmative
vote of a majority shall be required.

The Bureau shall have the duty, subject to applicable civil
service requirements, to screen and interview all candidates for Executive
Director of the Youth Bureau, to evaluate the qualifications and recommend
to the Mayor candidates for Executive Director of the Youth Bureau,
and the Mayor shall appoint an Executive Director and deputy as may
be determined and whose salaries shall be fixed by the Bureau of Estimate
and Contract.
On or before the 15th of September in each year, the Chairman
shall furnish to the Mayor estimates in writing of the amount of expenditure
for the next fiscal year, including a statement of the salaries of
all his subordinates. The fiscal year of the Bureau shall commence
on the first day of January.
The Bureau is hereby authorized and empowered to:

Work with existing City youth agencies so as to encourage a greater
use of the facilities of such agencies.
B.
Determine youth problems and needs.
C.
Bring about community awareness of their problems and needs.
D.
Develop an effective overall program for the prevention of delinquency,
youth crime and neglect.
E.
Encourage close cooperation between employers, labor, schools, churches,
federal, state and local employment bureaus, service groups and other
public and private agencies so as to stimulate employment for youth
at fair wages and initiate sound youth programs in the community.
F.
Foster educational programs in connection with youth, including parental
and adult education in relation to prevention of crime, neglect and
delinquency among youth.
G.
Apply for, receive and expend municipal, federal and state moneys
for the purpose of carrying out its objectives.
H.
Do all things necessary and desirable to carry out the powers and
duties herein granted.
This chapter shall take effect immediately.
