The purpose of this chapter is to provide for
the operation, maintenance and regulation of Round Lake's water delivery
system, that is, the system of water pipes, mains, conduits, storage
facilities, water meters, valves, pumping facilities and chlorination
facilities from the point of connection to a water source (e.g., reservoir,
Water Authority, or other public or private water company or system)
to that point at which the water transported in such system has passed
through a water meter installed by or with the written consent of
the Village of Round Lake. The water delivery system shall be operated
by the Superintendent of Public Works or a Water Superintendent, if
one is appointed.
The Board of Trustees of the Village of Round
Lake may promulgate regulations to implement and control the operation
and maintenance of a water delivery system and set fees and usage
rates in connection with the same. Such regulations may be enacted,
modified or repealed by resolution of the Board.
Any violation of this chapter or the regulations promulgated hereunder shall constitute an unclassified misdemeanor and a violator shall, upon conviction, be fined a minimum of $150 and a maximum of $500 or imprisoned in the County Jail for not more than 15 days, or be both so fined and imprisoned, and further, these rules and regulations and ordinances may be enforced by injunction, except that a conviction of contamination under §
175-4C shall carry a mandatory fine of $1,000.
