In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes and areas identified in § 330-53, as well as, parking restrictions set forth in § 330-32.1 of this chapter, the President of the Board of Commissioners, in his/her discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency shall be given by the Township through radio, newspaper or other available media and information on the termination of the emergency may be given by use of the same media.

When it is deemed by the Upper Pottsgrove Township Police Department that such conduct creates a hazard to public safety, it shall be unlawful for any person to throw, shovel, cast or otherwise move, place, pile, deposit or dump snow or ice removed from sidewalks, driveways or other areas into the streets, alleys or public highway, or for any person, when the cartway of the street, alley, or highway shall be cleared or partially cleared to throw, or place any snow or other accumulation in the cleared cartway or passageway area. This prohibition shall apply at all times, whether or not a snow emergency has been declared.

After any snow emergency is declared, it shall be unlawful at any time during the continuance of the emergency for any person:
A. 
To park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in § 330-53 of this article.
B. 
To park a motor vehicle, boat or trailer, or allow that motor vehicle, boat or trailer to remain parked anywhere within the circular portion/turnaround area of a cul-de-sac, as described in § 330-32.1 or otherwise designated in this article.

The following are designated as snow emergency routes:

B. 
The following culs-de-sac are designated as snow emergency areas and parking is prohibited in the circular portion (turnaround area) and extending an additional 25 feet along the curbline on both sides of the cul-de-sac street: Irene Court, Joanne Court, Micklitz Drive, Peachtree Circle, Rose Valley Road, Hollyberry Court, Boxwood Court, Sweetwater Way, Whitespire Circle, Vale Court, Fallbrook Lane, Applegate Lane, Autumnview Lane, Springhill Lane, Kummerer Road, Broadmoor Place, Fairview Lane (both sides).

Except for violations of § 330-51.1 described above (which restrictions shall be in place at all times), if at any time during a period of snow emergency declared under § 330-51 of this article a person shall violate any provision of this article, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $25 plus costs for the first offense, $50 for the second offense and $100 for each offense thereafter.
