No person shall operate a private campground as defined in Chapter 11 of the State Sanitary Code without first having obtained a license therefor, which shall be effective for the period April 1 to November 1 and shall bear a license fee as set forth in Chapter A287, Fees.

In addition to the fee provided for the above, the owner of the land upon which a private campground is operated shall pay to the Township Clerk a fee per site as set forth in Chapter A287, Fees. The aggregate license and fee per site shall be paid to the Township Clerk at the time of issuance of the annual license.

As used in this article, the following terms shall have the meanings indicated:
CAMPER
A mobile living unit designed to be mounted and conveyed by another vehicle.
TRAILER
A vehicle, whether self-propelled or otherwise, used or intended for use as a conveyance upon the public streets or highways so designated, constructed or reconstructed or added to or altered by means of accessories as to permit occupancy as a dwelling or sleeping place for one or more persons and having no foundation other than wheels, jacks, skirting or other material arranged to be integral with or portable by the trailer or camper.

No person shall park a trailer or camper on any street, road or highway in the Township for any period longer than two hours or park or live in or use for dwelling purposes any trailer or camper within the limits of the Township, except that such parking shall be permitted within the confines of a licensed campground during its seasonal operation from April 1 to November 1, which campground shall be licensed in accordance with the provisions of § 104-1.
This article shall not apply to trailers or campers parked for purposes of repairs, storage or sale, provided that such trailer or camper shall not be used as a dwelling or sleeping place during the period of repair, storage or holding for sale, nor to the occupancy of a trailer by the owner of real estate and his immediate family where the owner starts construction of a dwelling which is intended for his occupancy upon the same lot on which the trailer is parked. In such case, the owner shall secure permission from the Township Council to occupy the trailer during the construction of a dwelling. Such permission to occupy a trailer may be granted by the Township Council for a period not to exceed six months. Permission may be revoked by the Township Council prior to the six-month period where permission was secured in bad faith.
