A. No person shall obstruct or damage any street or public
road in the Township by depositing, placing, dumping, throwing or
spilling stones, earth, debris, snow, leaves, brush or other materials
or things thereon, including walls or other structures, nor shall
any person place any of the above upon a street or public road in
the Township so as to create a hazard to the traveling public.
B. This restriction does not apply to mailboxes or other
mail receptacles as approved by the U.S. Postal Service.
C. Enforcement of this article shall be through the Township
Manager, Superintendent of Public Works, Zoning Officer or the Police
Department.
The discharge of waters or other liquids or
semiliquids upon any street or public road in the Township, in any
manner whatsoever, shall be unlawful, but this shall not apply to
waters that may flow or pass upon a street or public road by virtue
of natural drainage or because of the slope or topography of the land.
No structure, equipment or materials of any
kind may be placed or stored upon any street in the Township at any
time or for any purpose unless expressly permitted by law or ordinance
and placed in such a manner as not to impede or divert the natural
flow of drainage waters upon or along such street or public road and
the gutters or drainage thereof.
The obstruction of any gutter or drainage ditch
or any portion thereof serving the street or public road by filling
or otherwise depositing stones, earth, dirt, debris or other materials
or things therein or by any other means shall be unlawful, but this
shall not apply to such materials as may be carried or deposited therein
by the natural drainage of surface waters or by other natural causes.
