The Lake Mohawk Country Club has conducted studies and has reviewed existing data to determine the current and projected water qualities of Lake Mohawk. The data indicates that lake water quality may be maintained and improved if Lake Mohawk Country Club, with the assistance of Byram Township, is able to minimize phosphorous in lawn fertilizer and other chemicals entering the lake as a result of stormwater runoff or their causes. The purpose of this chapter is to promulgate regulations which will aid the Township in maintaining and improving lake resources and to protect the public health by regulating the application of fertilizers.
As used in this chapter, the following terms shall have the meanings indicated:
LAKE MOHAWK COUNTY CLUB
Includes all properties located within Lake Mohawk Country Club.
LAWN FERTILIZER
Any substance used to increase soil fertility.
TOWNSHIP
Byram Township.
A. 
Fertilizer. Within Lake Mohawk Country Club, no person, firm, corporation or franchise shall apply liquid or granular fertilizer which contains phosphorus.
B. 
Time of application. Lawn fertilizer applications shall not be applied when the ground is frozen.
C. 
Disposal of leaves and other vegetative material. No person shall deposit leaves or other vegetative materials on roads or within any lake or stormwater drainage system.
D. 
Buffer zone. Fertilizer applications shall not be made within 10 feet of any wetland or body of water.
Newly established turf areas shall not be limited by this chapter on the quantity of phosphorus for the first growing season.
Any person who shall do or commit any act that is forbidden by the provisions of this chapter shall be punished by a fine not to exceed $200.
