A.
Pursuant to N.J.S.A. 26:2BB-9, there is hereby established
within the Township of Cranbury a Municipal Alliance Committee on
Alcoholism and Drug Abuse.
B.
This Committee is formed for the purposes of:
(1)
Organizing and coordinating efforts involving schools,
law enforcement, business groups and other community organizations
for the purpose of eliminating alcoholism and drug abuse ("substance
abuse").
(2)
In cooperation with local school districts, developing
a comprehensive and effective substance abuse education program in
grades kindergarten through 12.
(3)
In cooperation with local school districts, developing
procedures for the intervention, treatment, referral and discipline
of students abusing alcohol and/or drugs.
(4)
Developing comprehensive substance abuse education,
support and outreach efforts for parents in the community.
(5)
Developing comprehensive substance abuse community
awareness programs.
C.
This Committee is formed to replace the Municipal
Alliance Committee created pursuant to Ordinance No. 06-90-23, adopted
July 23, 1990, and shall assume all of the functions, programs, records
and responsibilities of said Committee.
The duties and responsibilities of the Committee
shall include, but not be limited to:
A.
Creating a network of community leaders, private citizens
and representatives from public and private human service agencies
who are dedicated to a comprehensive and coordinated effort to promote
and support substance abuse prevention and education programs and
related activities with an emphasis on youth.
B.
Conducting an assessment of the community to determine
its needs in relation to substance abuse issues.
C.
Identifying existing efforts and services acting to
eliminate or reduce substance abuse.
D.
Coordinating projects within the municipality to avoid
fragmentation and duplication.
E.
Developing programs to be implemented at the municipal
level and/or participate in regionally developed programs that accomplish
the purposes of the Cranbury Township Municipal Alliance Committee.
F.
Assisting the municipality in acquiring funds for
Committee programs.
G.
Cooperating with the Governor's Council on Alcoholism
and Drug Abuse and the County Local Advisory Committee on Alcoholism
and Drug Abuse/County Alliance Steering Subcommittee to provide municipal
data, reports or other information which may be required for the County
Annual Alliance Plan or needed to assist the Alliance effort.
A.
The Committee shall consist of nine regular members
and two alternate members appointed by the Township Committee.
B.
The membership should include broad representation
from the local community, including such persons as, but not limited
to:
(1)
Township residents.
(2)
The Chief of Police, or his designee.
(3)
Township school board members and/or school administrators.
(4)
A student assistance coordinator.
(5)
Representatives of the Cranbury Township Parent-Teacher
Organization.
(6)
Township teachers.
(7)
Township students or youth representatives.
(8)
Representatives of the Cranbury Township Business
and Professional Association and/or Middlesex County Regional Chamber
of Commerce.
(9)
Representatives of local civic associations.
(10)
Representatives of local mental health agencies, treatment
and/or prevention providers.
(11)
Representatives of local religious groups.
(12)
Representatives of the municipal staff.
(13)
Representative of the municipal court system.
(14)
Other private citizens, including persons recovering
from substance abuse problems and/or persons having specialized knowledge
of substance abuse, addiction, treatment or resources matters.
(15)
The designation of these categories is meant to provide
assistance and guidance as to the intended broad composition of the
Committee only and is not meant to require the appointment of members
from each, any or all such categories.
C.
Terms.
(1)
The term of a regular member shall be three years.
The term of an alternate member shall be one year.
(2)
Current members of the Municipal Alliance Committee who were appointed under former Chapter 13 (now repealed and replaced with this new Chapter 26) shall continue in office, except that three members shall be designated by the Township Committee as regular members with a term expiring December 31, 2007, three members shall be designated as regular members with a term expiring December 31, 2008, three members shall be designated as regular members with a term expiring December 31, 2009, and two members shall be designated as Alternate No. 1 and Alternate No. 2 with terms expiring December 31, 2007. Thereafter, the term of a regular member or alternate member shall be as set forth in Subsection C(1) above this subsection.
D.
Alternates. The alternate members may participate
in discussions of the proceedings but may not vote except in the absence
or disqualification of a regular member. A vote shall not be delayed
in order that a regular member may vote instead of an alternate member.
In the event that a choice must be made as to which alternate member
is to vote, Alternate No. 1 shall vote.
E.
Committee liaison. The Township Committee shall designate
one of its members to act as a liaison between the Municipal Alliance
Committee and the Township Committee.
A.
The Township Committee may remove any member of the
Municipal Alliance Committee for cause after written notice has been
served upon the member and, if requested by the member, a public hearing
held on the issue(s) raised with an opportunity by the member to be
heard.
B.
Cause for removal may be found where a member has
missed three consecutive meetings without prior permission from the
Chairperson. The Chairperson shall report to the Township Committee
every six months as to such absenteeism.
C.
In the event of a vacancy occurring in the Committee
other than by expiration of term, such vacancy shall be filled for
the unexpired term only, in the same manner as the original appointment.
The Chairperson shall be responsible for notifying the Township Committee,
in writing, of any such vacancy.
A.
The Committee shall elect from among its regular members
a Chairperson and a Vice-Chairperson. The Committee shall also select
a Recording Secretary who may or may not be a member of the Committee.
B.
Election of all officers shall be held annually at
the Committee's first regular meeting of the calendar year.
A.
The Committee shall meet on a regular basis, at least
quarterly, with a calendar of meetings established in advance.
B.
The Recording Secretary shall keep minutes and records
of all meetings and proceedings. All meetings shall be noticed and
conducted in accordance with the New Jersey Open Public Meetings Act.
Copies of all minutes shall be maintained in the office of the Committee
and shall be promptly delivered to the Township Clerk.
C.
A quorum for the transaction of business shall be
five members. A majority vote of those present and voting shall prevail.
D.
The Committee shall have the power to establish bylaws
and rules for the conduct of its meetings.
E.
The Committee shall have the power to establish standing
and ad hoc committees as needed.
It is acknowledged that cooperative relationships
are necessary to effectively develop the municipal alliance network
and to maximize coordination and avoid duplication of efforts and
to assure effectiveness of resources, including volunteers and funds.
In this regard, the Committee is directed to determine how to best
work with and/or join municipal groups such as drug and alcohol task
forces, municipal youth service commissions, youth task forces, other
municipal alliance committees, county alliance committees and other
groups compatible with the purposes and function of an alliance.
The Cranbury Township Municipal Alliance Committee
on Alcoholism and Drug Abuse shall report on an annual basis to the
Township Committee on its works and the extent to which it is carrying
out the purposes set forth in this Chapter.
