A.
Any nonconforming lot or building existing at the time of adoption of this chapter may have a building permit issued for a permitted use without an appeal to the Board of Adjustment, provided that the building coverage, parking and yard requirements are not exceeded or diminished, as the case may be, by more than 20%.
B.
Whenever land has been dedicated or conveyed to the municipality by the owner of a lot existing at the effective date of this chapter and such dedication or conveyance was done in order to meet the minimum street width requirements or to implement the Official Map or Master Plan, the Building Inspector shall not withhold a building and/or occupancy permit when lot depth and/or lot area was rendered substandard due to such dedication and where the owner has no adjacent lands to meet the minimum lot requirements.
