From and after the effective date of this chapter, the following regulations shall apply to each and every building to be built, constructed or erected on a parcel of land fronting on the oceanfront, i.e., the easternmost lots in Blocks 1 to 26, inclusive, and Blocks 952, 954 and 956.
A. 
All new bulkheads in this area shall be erected 15 feet west of the easterly property line of the parcel or lot.[1]

All applications for building permits and accompanying plans or specifications for any construction in said area shall show, in detail, how the applicant intends to comply with the provisions of this chapter.
The minimum requirements for oceanfront bulkheads to be erected on any one or more of the easternmost lots of Blocks 1 to 26, 952, 954 and 956 in this Borough shall be as follows:
A. 
Pilings shall be creosoted, 25 feet long, 12 inches at a point two feet from the butt of the piling; pilings shall be so erected that they shall measure six feet center to center.
B. 
Sheathing shall be so creosoted, tongue and grooved; three inches thick; 18 feet long as a minimum.
C. 
Wales shall be creosoted, three-double six by eight inches; inside and outside of sheathing.
D. 
Struts shall be creosoted, six by eight inches; struts shall be so constructed that they shall measure six feet center to center.
E. 
Back pilings shall be untreated, 10 feet long, and shall be so erected that they shall measure six feet center to center.
F. 
Bolts shall be three-fourths-inch galvanized iron, O.G. washers.
G. 
Tie rods shall be three-fourth-inch galvanized iron, O.G. washers, with minimum length of 18 feet.
H. 
Bulkhead shall be not more than six inches above boardwalk elevation.
I. 
All materials to be used in the construction of any bulkhead shall be new and of first grade; all labor and workmanship performed in the erection and construction of an oceanfront bulkhead shall be performed in a workmanlike manner.
J. 
All wales used in the construction of oceanfront bulkheads shall be spaced as follows:
(1) 
Top wale elevation: 17.5 feet above mean low water of Atlantic Ocean.
(2) 
Second wale elevation: 11.5 feet above mean low water of Atlantic Ocean.
(3) 
Third wale elevation: 5.5 feet above the mean low water of Atlantic Ocean.
K. 
All wales shall be bolted to the piling.
L. 
No backfilling of oceanfront bulkheads shall be placed until the construction of the oceanfront bulkhead in question has been approved by the municipality or its proper representative.
A. 
The minimum requirements for construction of a bulkhead on any lot abutting tidal waters shall be as follows:
(1) 
The bulkheads shall be designed either for shallow-water bulkhead or deep-water bulkhead, as the case in point may necessitate. The design for either of said types of bulkheading required in the particular instance and location shall be governed by the provisions of Standard Designs for Shallow-Water Bulkhead or Deep-Water Bulkhead, hereinafter referred to as “Standard Designs.” A copy of said Standard Designs for both types of bulkheads is annexed hereto.[1] The provisions of said Standard Designs are incorporated herein by reference and shall be considered to be a part hereof as though they were fully set forth herein. The particular circumstances, conditions and nature of the project in question, when taken into consideration with the Standard Designs, will govern which type of bulkhead must be used in a given circumstance. If any question arises as to the type of bulkhead to be constructed in a given area, the Borough shall make the final determination through its Construction Official or Borough Engineer, and, upon written application, the Borough will furnish any applicant with a written determination, upon the applicant’s filing a proper application for a building permit and paying the proper fee, as provided herein.

(2) 
All timber used, except as hereinafter set forth, shall be new and unused Douglas fir, southern yellow pine, cypress, cedar or oak.
(3) 
Treated piling wales and sheet piling shall be Douglas fir, southern yellow pine or cypress.
(4) 
The bulkhead piling, wales, and sheet piling shall be pressure-treated with creosote oil and shall retain not less than 16 pounds of oil per cubic foot of timber.
(5) 
Sheet piling shall be tongue and groove.
(6) 
Anchor piles and drag logs may be treated or untreated oak or pine.
(7) 
All piles and timber shall be to the plan dimensions shown on the designs for said items in the Standard Designs for bulkhead construction attached thereto.
(8) 
All hardware used in the construction of bulkheads shall be new, unused and galvanized. All such hardware shall be to the dimensions shown in the Standard Designs.
(9) 
All timber bulkheads shall be erected true to lines and grades shown in the application for a building permit and shall be properly backfilled so they will remain firm and in place.
(10) 
All timber bulkheads shall be constructed in a workmanlike manner.
B. 
After the Construction Code Official has issued a building permit, the applicant for the permit shall notify the Construction Code Official when construction has commenced. The Construction Code Official shall thereafter make periodic inspections of the construction. No bulkhead shall be backfilled until it has been approved by the Construction Code Official.
