As used in this chapter, the following terms
shall have the meanings indicated:

A. There is hereby established the office of Purchasing
Agent for the Borough of Lavallette.
B. Appointment and term of office. The Purchasing Agent
shall be appointed by the Mayor, with the advice and consent of the
governing body, and shall serve a term of office of three years, commencing
on January 1 of the year of appointment and ending on December 31
of the third year, or until a successor shall be appointed and qualified.
C. Qualifications. To be appointed to the position of
Purchasing Agent, a person must have five years of experience in the
writing of purchase specifications and in the purchase of equipment,
materials, and supplies on a large scale and have graduated from an
accredited college or university with a Bachelor's degree or have
additional experience as indicated on a year-for-year basis with 30
semester hour credits being equal to one year of experience. The Purchasing
Agent must also have completed the purchasing and administration courses
offered by Rutgers University or the equivalent in experience and
demonstrated training and knowledge.
D. Duties. The Purchasing Agent shall act as contracting
agent for the Borough of Lavallette and shall have the authority to
prepare public advertising for bids; to receive bids for the purchase
of work, materials and supplies on behalf of the Borough; and to negotiate
and award contracts which are not required to be submitted for public
bidding pursuant to the Local Public Contracts Law. In addition, the
Purchasing Agent shall perform such other related duties as prescribed
within the job specifications as promulgated by the New Jersey Department
of Personnel and as otherwise prescribed by the Mayor and Borough
Council.
