The office of Township Administrator in and for the Township of Middle be and the same hereby is created and established.

The Administrator shall be appointed by the Township Committee for a term to be determined by the Township Committee by resolution, but in no event to exceed the maximum term permissible by law.
The Administrator shall receive as salary such sums as may be fixed and adopted by the Township Committee in the Annual Salary Ordinance.[1] He shall be reimbursed for all reasonable expenses incurred in the performance of his office.

The Administrator may be removed by a two-thirds vote of the Township Committee. The resolution of removal shall become effective three months after its adoption by the Township Committee. The Township Committee may provide that the resolution shall have immediate effect; provided, however, that the Township Committee shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.

The Administrator shall, under the supervision and control of the Township Committee, have the following duties and responsibilities:
A. 
To serve as the principal administrative officer representing the Township Committee.
B. 
To supervise the administration of all departments and offices under the direction and with the advice and consent of the committee member in charge of each respective department.
C. 
To represent the Township in its relationship to the federal government, the State of New Jersey, the County of Cape May and other municipalities.
D. 
In conjunction with the Chief Financial Officer, to keep the Township Committee advised of the financial condition of the municipality, to make reports with regard thereto to the Township Committee as requested by it and, annually, to prepare a comprehensive report on the condition of the Township.
E. 
To study the administrative and other operations of the Township and to make other recommendations for plans and programs to meet the needs of the Township.
F. 
To attend all meetings of the Township Committee.
G. 
In conjunction with the Personnel Officer, to establish and maintain sound personnel practice and to maintain appropriate records of all employees; to recommend to the Township Committee the hiring, reassignment, transfer, disciplining, and termination of Township employees; and to effectuate the reassignment of Township employees when directed so by resolution or by telephone poll subsequently confirmed by resolution.

H. 
To recommend the nature, location and extent of public improvements and to coordinate implementation thereof upon authorization from the Township Committee.
I. 
To implement and enforce policies of the Township Committee with respect to the compiling and release of public information.
J. 
In conjunction with the Chief Financial Officer, to receive from each department, office and board its annual budget requests, reviewing and transmitting the same along with his comments and recommendations to the Township Committee.
K. 
In conjunction with the Chief Financial Officer, to consult with the Township Committee on preparation of the municipal budget, recording changes, additions and deletions thereto and submitting final recommendations in the form required by law, together with an analysis of the various items of expenditure and revenue in such explanatory comments as may be required.
L. 
In conjunction with the Chief Financial Officer, to maintain a continuing review and analysis of budget operations, work progress and costs of municipal services.
M. 
To establish appropriate procedures and policy for all Township departments upon recommendation from the various department heads and with the consent of the Township Committee.
N. 
To follow up actions of the Township Committee at the direction of the Township Committee through correspondence, review of minutes and personal contact.
O. 
To receive and to reply to inquiries and complaints concerning Township business, to provide information and assistance and to remedy or cause to be remedied the source of any just complaint.
P. 
To perform such other duties as may be assigned to him from time to time by the Township Committee.
The Township Administrator shall be a full-time position.
Nothing contained herein shall diminish the powers and duties of the Township Committee of the Township of Middle or the other elective or appointive officials thereof or of the sundry boards and commissions of the Township of Middle established pursuant to law, and nothing contained herein shall authorize the Administrator to exercise any of the powers and duties thereof.
