There is hereby created an advisory board of the Village of Ridgewood entitled the "Green Ridgewood Committee." This Committee established by ordinance shall supersede the Ridgewood Environmental Advisory Committee previously constituted by Ordinance No. 2441, and the amendments made thereto.
The Committee is hereby charged with the following duties and responsibilities:
A. 
The Committee shall assist the Village Council in long-range planning with respect to environmental concerns.
B. 
The Committee shall anticipate environmental problems. As these problems are identified by the Committee, the Committee shall study each particular problem, researching applicable technology and sources of funding and recommend solutions to the Village Council.
C. 
The Committee shall have the ongoing responsibility to study and recommend to the Council solutions to problems concerning solid waste management, open space preservation, flood plain development, stream channelization and rehabilitation, air pollution control, noise control, soil and landscape protection and the protection of flora and fauna.
Upon adoption of this chapter and appointment of its members, the Committee shall hold an organizational meeting. Minutes of the meetings shall be kept, transcribed and made available to the Village Council, Planning Board and such other Village officials as the Village Manager shall direct.

A. 
The Committee shall be comprised of eight regular members, who shall be residents of the Village and have environmental training and/or experience, who shall be appointed by the Village Council.
B. 
The Village Council shall further appoint a member of the Village Council to act as the liaison to the Committee. The Ridgewood Board of Education (hereinafter "BOE") shall be permitted to appoint a liaison and the Ridgewood Parks, Recreation and Conservation Board (hereinafter "PRC") are both requested and encouraged to appoint a member of each board to attend and work with the Committee for one-year terms. There shall also be one Village staff member appointed to assist the Committee. The Village staff member of the Committee shall be a member of the Village staff, appointed by the Village Manager, to serve at the Village Manager's pleasure.
C. 
The eight regular members of the Committee appointed by the Village Council shall each serve on the Committee for a term of three years, with the exception of the initial Committee. The initial Committee shall include eight regular members, three of whom shall be appointed for three years, three of whom shall be appointed for two years, and two of whom shall be appointed for one year. The end of the term for any member shall terminate on December 31 of the final year of the member's term.
D. 
The Chairperson of the Committee shall be elected from amongst the regular membership on an annual basis by the regular members and shall not be the Village Council liaison, the BOE liaison, the member of the PRC or the Village staff member.
E. 
The Chairperson shall be authorized to appoint a student intern who is a Village resident, to serve for the school year, September through June.
F. 
All regular members and the Village Council and BOE liaisons shall be voting members. The student intern and Village staff member shall not have voting rights.
Members of the Committee shall avail themselves of all opportunities for education concerning environmental issues such as courses, seminars and subscriptions. Membership in the Association of New Jersey Environmental Commissions (ANJEC) shall be required.
