Within the limits of available appropriations in accordance with the
law, the Manager is authorized to negotiate contracts and other legally binding
municipal obligations of the Village upon approval of the Council. Any such
document shall be signed by the Mayor and Manager, attested by the Clerk or
Deputy Clerk and approved by the Village Attorney for legal form and sufficiency.
Purchase orders, for which a formal contract is not required by the Charter,
may be executed by the Manager or Purchasing Agent without further approval.
All contracts for which competitive public bidding is required shall be awarded by the Council after recommendation by the Manager and within the time and in the manner permitted by the Charter. At such meeting as any contract for materials or supplies for which bids were received pursuant to §
22-13B hereof is awarded, the tabulation of such bids shall be entered upon the minutes thereof immediately following such award.

A. Except as may otherwise be provided by ordinance adopted
pursuant to the Local Bond Law, N.J.S.A. 40A:2-1 et seq., the Chief Financial
Officer is designated to sell and award bonds in accordance with the advertised
terms of public sale. He shall report, in writing, to the Council at the next
meeting thereof as to the principal amount, interest rate and maturities of
the bonds sold, the price obtained and the name of the purchaser.
B. Tax and bond anticipation notes may be issued and sold
in accordance with the Local Bond Law, provided that the Chief Financial Officer
shall solicit and record as a permanent record in his office informal bids
on the interest rate before any such sale, and the notes shall be issued and
sold to the lowest bidder wherever practical.
C. The Chief Financial Officer shall administer the Village
debt and the receipt and delivery of bonds and notes for transfer, registration
or exchange, subject to the provisions of the Local Bond Law.
The Chief Financial Officer shall present to the Council once each month
a summary of the financial transactions of the Village since the next preceding
report.
No bill or claim shall be paid unless it contains a detailed statement
of the items or demand, specifying particularly how the bill or demand is
made up, and a certification of the party claiming payment that the bill is
correct; nor shall any bill, claim or demand be paid unless the voucher on
which it is presented carries a certification of a department head or of his
duly designated representative, having personal knowledge of the facts that
the goods have been received by or the services rendered to the Village.
The Council shall provide, by resolution, for the appointment of a registered
municipal accountant to make and file an annual post-audit of the financial
transactions of the Village in accordance with the rules and requirements
of the State Division of Local Finance.
