It is hereby determined to be in the public interest and a matter of
the health, safety and welfare of the residents of the Village of Ridgewood
to establish a program for annual registration of bicycles in the Village
in order to assure minimum safety training for owners and operators of bicycles
and to assist the Department of Police in the return of lost or stolen bicycles.
As used herein, the following terms shall have the meanings indicated:
A vehicle having two or more wheels with tires connected by a frame
and intended to be propelled by human power on public streets or highways.

It shall be the function and responsibility of the Police Department
to conduct registration of residents' bicycles as hereinafter provided and
in connection therewith to develop and conduct programs of bicycle safety
training for school-age children of the Village as a prerequisite to registration.
It shall be unlawful for any person residing in the Village to ride
or propel a bicycle upon any public way in the Village without having attached
to such bicycle a registration tag as hereinafter provided.
A.
Application for a registration tag shall, except as hereinafter provided, be made to the Police Department, upon forms to be provided therefor at Village Hall. Each applicant shall be required to demonstrate familiarity with pertinent traffic and equipment regulations of Title 39 of the New Jersey Statutes Annotated and movement signals prior to issuance. A fee as set forth in Chapter 145, Fees, shall be charged for each registration, original, transfer or renewal, to defray the cost of administration of the program.

Registration shall be made on an annual basis.
C.
The Police Department will conduct annual registrations
as designated from time to time on the Village school grounds. No registration
tags will be affixed to any bicycle not in safe mechanical riding condition.

D.
Bicycles not registered by the Police Department registration
must be taken to Village Hall for registration.

Upon the transfer of ownership of any bicycle, the original
owner shall remove the registration tag therefrom and report the transfer
to the Police Department on forms provided therefor at the Village Hall, giving
the name and address of the person to whom the bicycle was sold or transferred
(turning in the old tag to the Police Department), or the licensee's registration
tag may be transferred to his replacement bicycle without additional fee upon
application to the Police Department giving the license number and make and
frame number of both the original and replacement bicycle. Such reports shall
be made within seven days of the date of the sale or transfer. The purchaser
or receiver of the transferred bicycle shall secure a registration tag in
the manner provided in this chapter. Proof of ownership may be required by
the Police Department.

F.
It shall be unlawful for any person willfully or maliciously
to remove, destroy, mutilate or alter the number of any bicycle frame or alter
any registration tag during the time in which such registration tag is operative.
All persons riding or propelling bicycles upon any street or other public
highway or place in the Village shall observe all the rules and regulations
as promulgated by the terms of Title 39 of the New Jersey Statutes Annotated.
Any person violating any provision of this chapter shall, upon first
offense, be given a warning. Report of such violation and warning shall be
given to the Police Department, which shall maintain a record thereof. Conviction
of violation of any provision hereof after a warning has been received shall
subject the offender to a fine not to exceed $25.
