As used in this article, the following terms
shall have the meanings respectively set forth:
A pedal bicycle having a helper motor characterized in that
either the maximum piston displacement is less than 50 cubic centimeters
or said motor is rated at no more than 1.5 brake horsepower and said
bicycle is capable of a maximum speed of no more than 25 miles per
hour on a flat surface.
Any motorized means of conveyance of persons or property,
including but not limited to those vehicles covered by N.J.S.A. 39:1-1
et seq., go-carts, motorbikes, minibikes, motorscooters, trail bikes
and other similar devices, regardless of the number of wheels thereon.
Parks, playgrounds and any open area of public resort or
other lands owned either by the Village of Ridgewood or the Board
of Education of the Township of Ridgewood.

It shall be unlawful for any person to operate a motor
vehicle or a motorized bicycle in or upon any public place in the
Village and upon private properties designated subject to this article
by the owner thereof as follows:

This prohibition shall not apply to the operation
of motor vehicles owned or operated by the Village of Ridgewood, its
agents, servants or employees in the course of Village business and
shall further not apply to any motor vehicle licensed pursuant to
the provisions of N.J.S.A. 39:1-1 et seq. in or upon any public parking
place or driveway used in connection with any such public place.
It is not intended hereby to establish any regulation
or prohibition pertaining to the operation of motor vehicles or motorized
bicycles in or upon any of the public roads, streets or highways of
the Village of Ridgewood, which said operation is regulated by N.J.S.A.
39:1-1 et seq.
