As used in this article, the following terms shall have the meanings indicated:
SIDEWALK
Includes all of that space between the building line and the curb of any street within the Village, and also that space between any building and the building line which may have been dedicated by the owner of such building to the public for sidewalk uses and purposes.
It shall be unlawful to locate, place, suffer or permit any obstruction or hazard in or upon any of the streets, gutters, curbs or sidewalks of the Village of Ridgewood.
It shall be unlawful to drive any vehicle on or over any curb or sidewalk of any street of the Village, except on a driveway, to break or dig up the ground in any street or sidewalk in the Village, to erect any staging for building thereon or in dangerous or inconvenient proximity thereto or to place, deposit or keep any building or other materials on any street or sidewalk of the Village without first obtaining a permit therefor, in writing, from the Director of the Department of Building and Inspections.

A. 
A permit required by § 249-15 shall be issued by the Director of Building and Inspections on application in writing, signed by the owner of the land in front of which such street or sidewalk is located or by his agent, and shall state the time when and the place where such material shall be stored or the sidewalk crossed or driven on, and such application shall contain an agreement to repair any and all damage done to such streets, gutters, curbs or sidewalks by reason of such use for which such permit is granted.
B. 
The fee for issuing any such permit shall be as set forth in Chapter 145, Fees, to be paid by the applicant to the Department of Building and Inspections at the time of application.
Whenever any street or sidewalk in the Village shall, under any permit granted as provided in § 249-15, be dug up, obstructed, encumbered or otherwise thereby rendered unsafe or inconvenient for travel, the person holding such permit shall at all times keep up a suitable railing around the place so obstructed, so long as the same shall remain unsafe or inconvenient as aforesaid, and shall also keep one or more lighted lanterns fixed in some proper manner every night from twilight in the evening and throughout the whole night so long as such obstruction remains He shall also amend and repair such street or sidewalk to the acceptance of the Superintendent of the Division of Streets.
All building or other materials stored on any street under any such permit as required by § 249-15 shall be placed in a compact pile adjoining the curb and shall not extend more than six feet from such curb into the street and shall be properly guarded by lights and barriers at night and shall be so piled as not to interfere with the flow of waters into the gutters.
The Director of the Department of Building and Inspections shall have the right to revoke any permit when, in his judgment, the activities of the permittee shall have caused or shall tend to cause damage to any street, gutter, curb or sidewalk or shall interfere with the rights of the public therein.
If the premises for which any permit, as required by § 249-15, shall have been issued shall further require the issuance of any certificate of occupancy by the Director of the Department of Building and Inspections, the Director shall have the power to withhold the issuance of such certificate of occupancy until any damage caused to the street, gutters, curbs and sidewalks, or any of them, shall have been either repaired in accordance with this chapter and other ordinances of the Village and the specifications required thereunder by the Village Engineer or a sum sufficient to cause the repair of the same, as estimated by the Superintendent of Buildings upon the advice of the Village Engineer, shall have been paid to the Village.
No person shall drive any vehicle upon any sidewalk in the Village or otherwise unnecessarily occupy, obstruct or encumber any such sidewalk so as to interfere with the convenient use of the same by pedestrians.
No person shall enclose any part of a highway or street in the Village or erect any fence, terrace, building or other encroachment or make any obstruction or put any nuisance on any street or highway of the Village or continue any such enclosure, fence, terrace, building, encroachment, obstruction or nuisance upon any such street or highway.
