In any public parking lot or marked and designated on-street
parking zones, now existing or which shall hereafter exist in the
Village, no vehicle shall be parked or allowed to stand except within
the lines specifically marked for such purpose therein.

A.
Except as hereinafter provided in Subsection B, no vehicle shall be parked or allowed to remain in any public parking lot between the hours of 2:00 a.m. and 6:00 a.m.
B.
Overnight
parking permit (ONPP). This permit shall be required to park between
the hours of 8:00 p.m. and 8:00 a. m., all nights, in the Prospect
Street Parking Lot bounded by Van Neste Square, Dayton Street, and
Prospect Street; in the Hudson Street Garage Second Level only; in
the Wilsey Square parking site bounded by the New Jersey Transit Railroad
and Wilsey Square, and in the Cottage Place Parking Lot bounded by
Cottage Place and East Ridgewood Avenue, and in those locations to
be designated from time to time by the Director of Public Works or
his/her authorized representative.

ONPP
use shall be limited to residents of the Central Business District
of the Village of Ridgewood, who present satisfactory evidence of
their residency and who do not have parking for their vehicle provided
by their landlord.
(2)
Said qualified residents shall be able to purchase an ONPP for this parking privilege on a quarterly basis, at the rates set forth in Chapter 145, Fees, from the Director of Finance.
(3)
The
ONPP is limited to noncommercial passenger vehicles only, and the
Village of Ridgewood disclaims any responsibility for damage to vehicles
or contents, including theft or vandalism.
(4)
All
vehicles must be removed at the expiration of the permitted parking
period.
(5)
During
ice/snow season, when necessary for ice/snow maintenance, surface
lots shall be assumed to be posted "No Parking." The Hudson Street
Garage Second Level will be available for all overnight parking permit
(ONPP) users.
(6)
Owners
of vehicles towed for ice/snow maintenance shall pay all costs for
removal and storage of their vehicle.
(7)
Overnight
parking permit holders desiring to use the Hudson Street Garage shall
ensure their vehicle fits into the garage safely. The Village of Ridgewood
shall bear no responsibility for vehicles that are too tall for the
garage.
C.
No person,
except Village of Ridgewood employees with valid window stickers,
shall park or permit to stand a vehicle between the hours of 8:00
a.m. and 5:00 p.m., Monday through Friday, along and in the yellow
lined stalls located on the easterly side of the Village Hall and
Village Library parking lot designated as Block 3607, Lots 42 and
43. Excepted from this restriction are those designated as handicapped
areas. The restricted parking stalls are indicated on the attached
map as blue stalls.[1]

D.
No person
or persons, except those that are able to conclusively demonstrate
they are conducting business or working at Village Hall; patronizing
or working at the Village Library; or physically utilizing the walking
path or playground at Veterans Field, shall park or permit to stand
a vehicle between the hours of 7:00 a.m. and 5:00 p.m., Monday through
Friday in the Village Hall and Library Parking Lot designated as Block
3607, Lots 42 and 43.

A.
In any
public parking place, parking lots, streets, or any public right-of-way,
parking meters may be installed at the direction of the Village Council
for the purpose of regulating the length of time during which vehicle
may be parked therein. The fee or charge for parking shall be fixed
by the Village Council for the designated locations.

When any vehicle is parked, stops, or stands in any marked parking space in which payment is required, payment shall be made through a parking meter, or multipay station meter/kiosk, or by means of a wireless cellular communication device, upon entering the parking space. Payment may be made up to maximum allotted parking time. Upon payment for the use of the parking space, the parking space may be lawfully occupied by said vehicle during the period of time purchased. If said vehicle remains parked in the parking space, and the parking meter indicates that the vehicle has remained beyond the period of time purchased and time is expired, then said vehicle shall be considered as parked overtime and beyond the period permitted in violation of this article. Fines for such offense are set forth in § 265-47 hereof.

It shall be unlawful and a violation of the provisions of this article for any person to deposit or cause to be deposited in a parking meter, a multipay station meter/kiosk, or by means of a wireless cellular communication device for the purposes of increasing or extending parking of any vehicle, continuously parked in the same individually marked parking spot, beyond the maximum period prescribed for the parking space in which such vehicle is parked. A violation shall be punishable as set forth in § 265-47.
It shall be unlawful and a violation of the
provisions of this article for any person to deface, injure, tamper
with, open or willfully break, destroy or impair the usefulness of
any parking meter installed under the provisions of this article.
A.
The Village Manager shall designate such officers
of the Police Department of the Village as he may deem necessary to
enforce the provisions of this article and shall further provide for
the collection of the money deposited in such meters and the delivery
of such sums, together with such record as may be necessary, to the
Clerk of the Village, to be used for the payment of such meters, the
cost of enforcement, supervision and the collection thereof, and for
such uses and purposes as may be directed by the Manager.
B.
The deposits required to be made in the parking meters
are hereby levied and assessed as fees to the Village to provide for
the proper regulation and control of such public parking spaces, the
cost of purchase and maintenance of such parking meters and of the
supervision, protection, inspection, operation and control thereof.
A.
Parking reserved for physically handicapped drivers.

The following locations are hereby designated as restricted
parking spaces for use by persons who have been issued special vehicle
identification cards by the Division of Motor Vehicles, pursuant to
the provisions of N.J.S.A. 39:4-205, when using a motor vehicle on
which is displayed a certificate for which a special vehicle identification
card has been issued, pursuant to N.J.S.A. 39:4-206. All spaces indicated
hereby shall be painted and signed in accordance with the applicable
regulations issued from time to time by the State of New Jersey Department
of Transportation.
(a)
Two spaces in the most northerly portion of
the parking area of Prospect Street/Van Neste Square/Dayton Street.
(b)
Two spaces in the most westerly portion of the
parking area at Cottage Place.
(c)
Two spaces in the most easterly portion of the
parking area on North Walnut Street.
(d)
Two spaces in the most southerly portion of
the parking area on the northeast corner of Hudson Street and South
Broad Street.
(e)
One space along the north side of the entrance
driveway, one space along the south side of the entrance driveway,
and one space in the most southerly portion of the public parking
area accessed from Chestnut Street, known as the "Chestnut Street
Lot."

Five spaces at the northwest corner of the Library/Village
Hall Parking Lot.

Two spaces at the most southwesterly portion
of the parking area of Graydon Park.

One space on the east side of Morningside Road,
as follows: from the northerly side at California Street to Glenwood
Road, except for one handicapped parking space located at 267.5 feet
north of the intersection of the northerly curbline of California
Street extended to meet the easterly curbline extended of Morningside
Road extended.
(l)
One space on the northerly side of Passaic Street
commencing 232 feet easterly from the intersection of the northerly
side of Passaic Street with the easterly side of south Broad Street
and running from that point the full length of a required physically
handicapped parking space.
(m)
One space on the northerly side of Fairmount
Road commencing 116 feet east from the easterly curbline, extended,
of California Street and running from that point the full length of
a required physically handicapped parking space.
(n)
One space on the southerly side of Passaic Street
commencing 268 feet easterly from the intersection of the southerly
side of Passaic Street with the easterly side of South Broad Street
and running from that point the full length of a required physically
handicapped parking space.

Any person parking a motor vehicle in a parking space
restricted for use to persons who have been issued special vehicle
identification cards or wheelchair symbol license plates by the Division
of Motor Vehicles without such a special vehicle identification card
or wheelchair symbol license plate, shall be liable to a fine of $250
for the first offense and, for subsequent offenses, a fine of at least
$250 and up to 90 days' community service on such terms and in such
form as the court shall deem appropriate, or any combination thereof.
This penalty provision shall apply to vehicles parked on public or
private property.

B.
Parking reserved for taxi firm. The following locations are hereby
designated as restricted parking spaces for the use by a taxi company
that has leased the spaces from the Village of Ridgewood as authorized
by the Village Council of the Village of Ridgewood:

C.
Spaces designated for municipal parking.[2] The eight most northwesterly parking spaces located in
the Cottage Place Parking Lot which are currently regulated by parking
meters shall hereinafter be limited to use by vehicles registered
with MG license plates at such times as the parking meters otherwise
regulating said parking spaces are bagged or otherwise designated.
When said spaces are so bagged or designated, they shall not be subject
to parking fees. The Village Manager is hereby authorized and directed
to establish the manner of bagging or other designation and to establish
the days and hours when said parking spaces are restricted to municipal
purpose use.
D.
Election Day only parking reserved for physically
handicapped drivers.

The following locations are hereby designated as restricted
parking spaces for use by persons who have been issued special vehicle
identification cards by the Division of Motor Vehicles, pursuant to
the provisions of N.J.S.A. 39:4-205, when using a motor vehicle on
which is displayed a certificate for which a special vehicle identification
card has been issued, pursuant to N.J.S.A. 39:4-206. All spaces indicated
hereby shall be signed in accordance with the applicable regulations
issued from time to time by the State of New Jersey Department of
Transportation. A properly placarded and identified vehicle, as described
above, shall be permitted to park no more than 20 minutes for the
purpose of voting during the following designated elections: Board
of Education Election, third Tuesday in April; Municipal Election,
second Tuesday in May, even-numbered years; Primary Elections, first
Tuesday after first Monday in June; General Election, first Tuesday
after first Monday in November; in addition, any special referendums
or elections the Village of Ridgewood or the Board of Education of
Ridgewood may so designate at any time of the year.
(a)
One space on the easterly side of North Van
Dien Avenue, commencing 87 linear feet south of the south curbline
of East Glen Avenue at its intersection with North Van Dien Avenue,
and running from that point south for a distance of 30 linear feet.
E.
Designated spaces for parking at the Village Hall/Police
Annex.[3] The intent of the following subsection is to regulate
parking at the Village Hall/Library facility so as to provide residents,
patrons, and persons having business with the Village the ability
to conveniently do so.

Designated playground parking spaces: The six northerly-most spaces
along Veterans Field shall be designated for patrons of the playground
only between the hours of 8:30 a.m. and 5:30 p.m., Monday through
Saturday.
(b)
Designated Library patron parking spaces: The six parking spaces,
three either side bracketing the concrete walkway bisecting the main
parking lot closest to the Library, shall be designated for Library
patrons between the hours of 9:00 a.m. and 6:00 p.m., all days.

Designated Village Hall patron parking spaces:

The four head-on parking spaces (two on two) immediately south
of the northerly most concrete landscape island fronting the center
aisle of double spaces along the access roadway at the Village Hall
entrance shall be designated for Village Hall patrons only with a
one-hour use duration, having business in Village Hall between the
hours of 8:30 a.m. and 4:30 p.m., Monday through Friday.

The two parking spaces by the 90° landscaped island and
fire hydrant along the access road across from the Village Hall doorway
shall be designated for Village Hall patrons only with a one-hour
use duration, having business in Village Hall between the hours of
8:30 a.m. and 4:30 p.m., Monday through Friday.
(e)
The nondesignated 137 marked parking spaces south of the 90°
turn into the Village Hall parking lot from the North Maple Avenue
entrance shall be designated as reserved parking spaces for patrons,
staff and visitors to Village Hall, the Library, the Kasschau Shell,
and the playground between the hours of 8:30 a.m. and 4:30 p.m., Monday
through Friday.
(f)
There shall be no parking for buses or vans transporting four or
more individuals participating in an athletic or sporting event at
Veterans Field. All such vehicles shall drop off participants and
park in the Graydon South parking lot.
(g)
Only Library employees shall park in the 15
spaces adjacent to the southern boundary of the Village Hall/Library
parking lot.
(h)
All non-Police Department municipal-license-plate-bearing vehicles
shall only park in the 36 spaces adjacent to Veterans Field from the
13th northerly-most parking space along Veterans Field southward to
the two handicapped parking spaces.
(i)
Designated Parking Enforcement vehicle parking
spaces: The seventh and eight northerly-most spaces along Veterans
Field shall be designated for the Village's Parking Enforcement vehicles
between the hours of 8:30 a.m. and 5:30 p.m., Monday through Saturday.
F.
Parking
reserved for the first-floor tenant of the Pease Library Building.
The following location is hereby designated as a restricted parking
space for use by the legal first-floor tenant of the Pease Library
Building only, as authorized by the Village Council of the Village
of Ridgewood:

easternmost parking space on the north side of the eastbound direction
of Library Place as it approaches Garber Square. The space shall be
unmetered and placarded accordingly.
G.
Parking
reserved for Central Dispatch Center, located in the basement of Pease
Library. The following location is hereby designated as restricted
parking space for use by properly identified employees or staff of
Central Dispatch Center only, as authorized by the Village Council
of the Village of Ridgewood:

northernmost two parking spaces along the west side of Library Place
on its approach to the turn toward Garber Square. The two spaces shall
be unmetered and placarded accordingly.
H.
Portions of public parking lots designated for refuse enclosure. The following locations in the designated Village of Ridgewood owned and operated parking lots are only for the placement of refuse dumpsters that have remitted to the Village the annual fee as set forth in Chapter 145, Fees.

Street Lot (also known as Block 3805, Lot 23).
(a)
Refuse enclosure users. Only entities that have paid the annual dumpster permit fee, as set forth in Chapter 145, Fees, shall be permitted to place and have serviced by their vendor of choice dumpsters, refuse containers, recycling bins, waste oil collection containers, and any other container system utilized for the efficient, legal, and health code complaint means of disposing of waste from commercial establishments.
(b)
In the Chestnut Street Lot, dumpsters may only be placed in the northeast
corner of the lot atop the fence-enclosed concrete pad bracketed by
parking space Nos. 29 and 30.
(c)
Dumpsters are not permitted in any other portion of the parking lot.
I.
Designated
spaces for Pease Library.

Pease
Library Off-street Parking Lot. The parking area on the east side
of the Pease Library Building fronting Garber Square shall be reserved
for tenants occupying Pease Library under a valid executed lease agreement
and their visitors.
J.
Designated parking spaces at the train station. The intent of the
following subsection is to provide designated parking spaces at the
train station for the station's New Jersey transit representative
and the operator of the station concession stand.

(a)
Designated New Jersey Transit representative parking space:
one head-on parking space at the southwest corner of the station building,
signed as such, for use between the hours of 4:00 a.m. and 1:00 p.m.,
Monday through Friday.
(b)
Designated concession stand/social services representative parking
space: one head-on parking space at the southwest corner of the station
building adjacent to the New Jersey Transit parking space between
the hours of 4:00 a.m. and 6:30 p.m., Monday through Friday.
K.
Designated
spaces for electric charging and parking at the Hudson Street Garage.

All
parking spaces in the Hudson Street Garage equipped with charging
units for the charging of electric vehicles shall be only utilized
by such vehicles. Users of the charging spaces must have a Ridgewood
premium parking permit until 12:00 noon. After noon, anyone can use
the charging spaces but users are limited to three hours of use.
