The purpose of this chapter is to establish requirements for the proper handling of yard waste and the provisions of the yard waste collection program in the Village of Ridgewood, so as to protect public health, safety and welfare, and to prescribe penalties for the failure to comply.
For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meanings stated herein unless their use in the text of this chapter clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word "shall" is always mandatory and nor merely directory.
ANNOUNCED COLLECTION DATE
The scheduled calendar date of pickup of containerized yard waste and the scheduled calendar date of placement of noncontainerized yard waste in specified sections of the Village by the Village of Ridgewood. The announced dates may be modified by weather or environmental conditions, at which time new dates will be announced for specified sections of the Village on the Village's website, cable television access channel, and through the official publications of the Village of Ridgewood.

Any bushes, shrubs or other woody vegetation.

CONTAINERIZED YARD WASTE
The placement of yard waste in a trash can, bucket, biodegradable paper bag or other such vessel, such as to prevent the yard waste from spilling, blowing out, or releasing into the street and coming into contact with stormwater.
STREET
Any street, avenue, boulevard, road, parkway, viaduct, drive, or other way, which is an existing state, county, or municipal roadway, and includes the land between the street lines, whether improved or unimproved, and may comprise pavement, shoulders, gutters, curbs, sidewalks, parking areas, and other areas within the street right-of-way limit lines.
YARD WASTE
Grass clippings, brush, leaves, and other vegetative debris removed from a property by the occupant or owner, or employee or contractor of such owner or occupant engaged to provide lawn care, tree or shrub care, or landscaping services.

A. 
The owner or occupant of any property, or employee or contractor of such owner or occupant engaged to provide lawn care, tree or shrub care, or landscaping services, shall not sweep, rake, blow or otherwise place yard waste, unless the yard waste is containerized, in the street. Grass clippings cannot be placed in the same container as brush, leaves and other vegetative debris.
B. 
Placement of yard waste in the street that is not containerized is only permitted during the placement dates designated by the annual leaf collection schedule notice, and at all times shall not be placed closer than 10 feet from any storm drain inlet, and may not contain any brush or grass clippings. Placement of noncontainerized yard waste at the curb or along the street at any other time or in any other manner is a violation of this chapter. If such placement of yard waste occurs, the owner of the property in front of which the yard waste is placed is responsible for any such violations.

This chapter shall be enforced by the Village of Ridgewood Police Department, the Code Enforcement Officer, Village Engineer, Superintendent of Public Works, and any other officer and/or Village employee duly appointed by the Village Manager.

Any property owner(s) found to be in violation of the provisions of this chapter shall be subject to a fine up to a maximum of $2,000 per violation, per individual block and lot location.
