It shall be the duty and responsibility of the tenant or occupant of any dwelling to keep the dwelling and premises or portion thereof under his exclusive control:
A. 
In a sanitary condition.
B. 
Free from vermin and rodents.
C. 
Free of filth, ashes, garbage, rubbish, refuse, junk, soil matter, drainage water, slop, wood, paper and other material of a putrefactive or combustible nature.
The tenant or occupant of a dwelling shall maintain all plumbing fixtures over which he has control in a sanitary condition.
The tenant or occupant of a dwelling shall place all garbage and refuse in properly covered containers.
The tenant or occupant of a dwelling shall not use or authorize to be used for sleeping purposes:
A. 
Any room where the cubic content for each person of the age of 12 years or over is less than 450 cubic feet and for each child under 12 years is less than 250 cubic feet.
B. 
Any room unless at least 1/2 the floor area of such room shall have a ceiling height of at least seven feet.
C. 
Any cellar space, lobby, hallway, closet, bathroom or kitchen.
D. 
Any room which does not comply with the requirements of § 159-16A.
