The provisions of this article imposing a time
limit on parking shall not relieve any person of the duty to observe
other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles as set forth in N.J.S.A.
39:4-138, any other New Jersey statute or as hereinafter provided.

In accordance with the provisions of N.J.S.A. 39:4-197, the following Board of Education property, as shown in Schedule VIII (§ 241-57) attached hereto and made a part of this Part 2, shall have the movement of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulations indicated.
B.Â
Tow-away. Any vehicle parked or standing so as to
obstruct or impede a normal flow of traffic, to block entrances or
exitways, oil fills and grass areas and pedestrian walkways or to
present in any way a safety or traffic hazard may be removed by towing
the vehicle at the owner's or operator's expense.

In accordance with the provisions of N.J.S.A. 40:48-2.46, the following private property that is open to the public and to which the public is invited, as shown on Schedule X (§ 241-59) attached hereto and made a part of this Part 2, shall have the movement of traffic controlled by the type of regulations indicated. No person shall operate or park a vehicle in violation of the regulations indicated.

The described locations found in Schedule XI (§ 241-60) are hereby designated as handicapped parking spaces for use by persons who have been issued special vehicle identification cards. No other vehicles shall be permitted to park in said spaces.

Pursuant to the provisions of N.J.S.A 39:4-138o, 39:4-197.5,
39:4-138 and 39:4-197 et seq., there is hereby adopted by ordinance
the power to regulate and prohibit parking spaces appropriately marked
"reserved for the physically handicapped" on both private and public
property in the Borough of Rockaway. Nothing contained in this subsection
shall be construed as repealing any previously enacted ordinance,
nor shall this subsection limit or restrict any authority given to
the Borough of Rockaway by the laws of the State of New Jersey but
rather to implement and expand all of the rights and powers which
the Borough may have pursuant to law.

No person shall park or leave a vehicle on a
street or public property within the Borough of Rockaway so as to
occupy any space other than within a single space designated for parking
by pavement marking, signs or otherwise.

A.Â
Prohibition.
(1)Â
Whenever snow, ice, sleet, freezing rain, etc., has fallen and the
accumulation is such that it covers the streets and highways, an emergency
shall exist and no vehicle shall be parked on any street or highway
or portions thereof.
(2)Â
The above parking prohibitions shall remain in effect until after
the snow, ice, sleet, freezing rain, etc., has ceased and the streets
have been plowed and/or treated sufficiently and to the extent that
parking will not interfere with the normal flow of traffic.
B.Â
Any
unoccupied vehicle parked or standing in violation shall be deemed
a nuisance and a menace to the safe and proper regulation of traffic,
and any police officer may provide for the removal of such vehicle.
The owner shall pay the reasonable costs of the removal and storage
which may result from such removal before regaining possession of
the vehicle.

The
effectiveness of this section is contingent upon erection and maintenance
of signs at all street, road or highway entrances for motor vehicles
into the Borough of Rockaway in accordance with N.J.S.A. 39:4-198.
