This chapter is adopted for the purpose of establishing procedures and authorizing fees for noncriminal fingerprints taken at the request of Clarkstown residents and nonresident individuals. Said fees are to be in addition to any fee mandated and charged by the New York State Department of Criminal Justice and are to apply to any request for fingerprints, whether voluntary or mandated by law or ordinance, except as provided below.
A. 
The Clarkstown Police Department is authorized to take fingerprints at the request of Town residents and nonresident individuals during hours and under regulations promulgated by the Chief of Police.
B. 
The Chief of Police shall be responsible for establishing the Department's procedures to implement this chapter, which procedures shall include issuing receipts for all fees paid in accordance with this chapter and maintaining a proper account of such fees, which funds shall be forwarded to the Comptroller of the Town of Clarkstown.
The fees for fingerprinting cards shall be set by Town Board resolution, except that there will be no fee for fingerprints taken of children under the age of 16 for identification purposes upon written authorization of such child's parent or guardian.
