In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the purposes set forth in Article
I. Except where expressly provided otherwise, it is not intended by this chapter to repeal, abrogate, annul or in any way impair or interfere with any rule, regulation or ordinance of the Town relating to the use of land or building; nor is it intended by this chapter to interfere with or abrogate or annul any easement, covenant or other agreement between parties; provided, however, that where this chapter imposes a greater restriction upon the use of land or buildings than is imposed or required by any other statute, ordinance, rule or regulation or by any easement, covenant or agreement, the provisions of this chapter shall control. In the event of conflict in the terminology of any section or part thereof of this chapter, the more restrictive provisions shall prevail.
This chapter shall take effect on January 1,
1997. However, nothing herein contained shall require any change in
the plans, construction or designated use of a building for which
a permit has been issued or which is actually under construction at
the time of passage of this chapter and which entire building shall
be completed within one year from the effective date of this chapter.
