The permanent Urban Cultural Park Commission of the City of
Kingston established by the Common Council of the City of Kingston
on October 7, 1986, in accordance with the Urban Cultural Park Management
Plan, as approved by the Common Council resolution dated July 1, 1986,
by the Mayor of the City of Kingston on July 2, 1986, and by the New
York State Office of Parks, Recreation and Historic Preservation (OPRHP)
on July 17, 1986, shall hereinafter be known as the "Heritage Area
Commission." The Commission shall continue to exist until further
resolution of the Common Council.
The Heritage Area Commission shall be charged with the responsibility
of advising the Mayor and the Common Council on all matters related
to the Kingston Heritage Area and its programs in a manner consistent
with the concepts, goals and objectives set forth in relevant state
and local legislation regarding New York State Heritage Areas and
in the Urban Cultural Park Management Plan. The Commission shall also
function as the review board as set forth in § 405-31.2
of the Code of the City of Kingston and perform the functions of said
review board as provided in that section of the Code with respect
to the Broadway Overlay District Design Standards.

Said commission shall consist of seven members, with two alternatives
appointed by the Mayor. All lay members of the Commission shall be
citizens and actual residents of the City of Kingston.

The terms of the members of the Commission shall be three years.
The Mayor may appoint up to six nonvoting advisory members as warranted,
who serve at the pleasure of the Mayor, in addition to the City Historian
who will be a nonvoting advisory member in perpetuity. All members
of the Commission shall serve without pay.
A Chairperson and Vice Chairperson shall be elected on an annual
basis from among the membership.
The Commission shall meet at least once per month or at the
call of its Chairperson. A quorum shall consist of a majority of all
members, and a vote of the majority of all members, present or not,
shall be necessary for any vote taken. The Commission may adopt its
own rules and regulations for the conduct of its business but shall
not have authority to adopt rules that alter the terms of the Code
of the City of Kingston.
The Commissioners shall serve without pay.[1]
