No other person than a licensed plumber will
be allowed to make any connection to any city sewer.

The property owner desiring to make a connection
with any city sewer, or the licensed plumber employed by him, shall,
before the work is started, obtain the necessary permits from the
Superintendent of Public Works for opening the street and from the
City Plumbing Inspector for connecting with the sewer.
The property owner or his licensed plumber shall
give at least 24 hours' notice to the Plumbing Inspector of the time
that the work will be started in making such connection, and no such
work will be started until such notice shall have been given.
It shall be the duty of the Plumbing Inspector
to see that such connection is properly made; and the Plumbing Inspector
shall make and keep a record of all connections, noting the street
and number of the house so connected.

If, when the excavation for the connection is
made to the sewer, no Y-branch is found within three feet each way
from the point indicated, the Plumbing Inspector shall notify the
Superintendent of Public Works, who will at once insert a Y-branch
or saddle connection when deemed appropriate by the Superintendent
of Public Works for such connection.
