No person may execute any plumbing or drainage work in the city or in connection with the city's water mains or sewage system outside the city without first obtaining from the Examining Board of Plumbers of the city a certificate of competency.
Before issuing a certificate to engage in the business of Master Plumber, the Board shall inquire into the applicant's fitness and qualification for conducting such business, and may require the applicant to submit under oath such evidence, in addition to the examinations and tests provided, as will satisfy the Board that he is a person of good repute, character and responsibility, and otherwise qualified to engage in the business as Master or Employing Plumber.

A. 
If the applicant satisfactorily passes the examination, he shall receive a certificate of competency from the Examining Board of Plumbers. All such certificates shall expire on the 31st day of December of the year in which they have been issued and shall be renewed within 30 days preceding such expiration by application therefor to the Examining Board of Plumbers upon payment of an annual renewal fee indicated in the City's most recent fee schedule. Any person who permits his certificate of competency to lapse may apply for and upon approval of the Examining Board of Plumbers receive a certificate of renewal upon payment of a fee double the annual renewal fee and such renewed certificate shall expire on the 31st day of December in the year in which it is issued.
B. 
Any person whose certificate of competency has not been shelved or renewed for two consecutive years will be required to submit an application for a new certificate of competency, retake appropriate exams and pay all applicable fees.
A registered Master Plumber is a Master Plumber who holds a certificate of competency issued by the Examining Board of Plumbers of the City of Kingston who performs or intends to perform plumbing work in the City of Kingston on his own account, or as a bona fide member of a firm or corporation, under the provisions of the General City Law, and has his name and metal sign conspicuously displayed at his place of business in the City of Kingston, New York.
