Any registered Master Plumber who shall retire from or discontinue doing plumbing and/or drainage business in the city shall surrender to the Examining Board of Plumbers his certificate of registration and metal sign and he shall not thereafter engage in such trade or business unless he shall again register in accordance herewith.
All certificates and registration of Master Plumbers at present in force are hereby continued and shall be renewable under the provisions of this code.
No Master Plumber shall allow his name to be used by any person, directly or indirectly, either to obtain a permit or to do any work under his certificate of competency and registration.
The Plumbing Inspector shall investigate the registration and license of every Master Plumber and shall promptly report to the Examining Board of Plumbers any violation of the provisions of law relating to the loaning, renting, selling or transferring of certificates or license plates, and the Plumbing Inspector shall immediately apply to the Examining Board of Plumbers for the forfeiture of the license and certificate of registration of any Master Plumber who shall have loaned, rented, sold or transferred such certificate, plate or sign in violation of law, and the Plumbing Inspector shall summon and have prosecuted such offender for a misdemeanor as provided by law.
A. 
Denial. There shall be no registration as Master Plumber or renewal of such registration of any person violating or having violated any of the provisions of this code or not having disposed of all complaints entered against him or it in a manner satisfactory of the Examining Board of Plumbers.
B. 
Cancellation. Any registration as Master Plumber or renewal thereof may be canceled by the Ulster County Commissioner of Health upon proof of any violation of any provision of this code after a hearing is held before said Commissioner upon prior notice of not less than 10 days stating the ground of complaint and served on the person charged with the violation; upon such cancellation, the certificate of such registration shall be surrendered to the Examining Board of Plumbers.
A registration may be canceled by the Examining Board of Plumbers for violation of any of the plumbing rules and regulations upon conviction thereof before the Examining Board of Plumbers. The alleged violator shall be given at least 10 days' notice in writing of such hearing, which notice shall also state the time, place and grounds of the complaint in sufficient detail to inform the alleged violator of the charge or charges he may be called upon to meet at such hearing.
When a Master Plumber has been refused the current year license, he may appeal to the Ulster County Department of Health and the Board of Examining Plumbers, who shall jointly hear and determine such appeal.
No renewal license shall be issued by the Examining Board of Plumbers to any Master Plumber who has been convicted of willfully violating any of the provisions of this code.
A. 
Notice of change of place of business. Every Master Plumber shall give immediate notice of any change in his place of business and, upon his retirement from business, shall surrender his certificate of registration to the Board of Examining Plumbers.
B.

Penalties. Any person to whom such plate or sign has been issued who shall loan, rent, sell or transfer the same to another person, whether such person be entitled to receive a similar plate or sign or not, or otherwise willfully violates the provisions of this section, shall be guilty of a misdemeanor punishable by a fine of not exceeding $50 for the first offense, and not less than $100 nor more than $500 for a subsequent offense, and in addition thereto shall forfeit his license and certificate of qualifications.
B. 
Cancellation of registration. Notice. Such registration may be canceled by the Examining Board of Plumbers for violation of any of the rules and regulations adopted herein upon conviction thereof after a hearing before the Examining Board of Plumbers. The alleged violator shall be given at least 10 days' notice in writing of such hearing, which notice shall also state the time, place and grounds of the complaint in sufficient detail to inform the alleged violator of the charge or charges he may be called upon to meet at such hearing.
C. 
Present registration and certificates to continue. All certificates and registration of Master Plumbers at present in force are hereby continued and shall be renewable under the provisions of this code.

Every Master Plumber, before entering upon such business or calling, shall execute and file a bond in the office of the City Clerk in the sum of $10,000 with one or more sureties, and which bond shall cover the provisions of the preceding section, and shall be approved by the Mayor as to the sufficiency of the sureties and by the Corporation Counsel as to its form. The bond in the amount specified shall be submitted to the City Clerk no later than December 20 each year. Bonds not filed with the City Clerk by December 31 will render the Master Plumbing license inactive for one year after the applicant pays the renewal fee of $300.
Effective January 1, 1968, the Examining Board of Plumbers will hold meetings on the third Wednesday of January, March, June and October. Special meetings can be called at any time the President deems necessary.
