No person shall own or harbor a dog unless licensed as provided in Article 7 of the Agriculture and Markets Law. Licenses shall not be required for dogs under the age of four months, which are not at large.
Fees shall be as set forth in Chapter 133, Fees. However, the following dogs shall be exempt from such license fees: guide dogs, hearing dogs, service dogs, working search dogs, detection dogs, and police work dogs.
An offense against any provision of this article shall be subject to the penalties set forth in § 118 of the Agriculture and Markets Law.
