The purpose of this chapter is to promote the health, welfare and safety
of the citizens of the Village of South Glens Falls and protect and preserve
their property and well-being.
This chapter is hereby enacted pursuant to the authority granted by
§ 10 of the New York Municipal Home Rule.
As used in this chapter, unless otherwise expressly stated or unless
the context of the subject matter requires otherwise, the following terms
have the meanings indicated:
Any individual appointed by the Village to assist in the enforcement
of this chapter.
Off the premises of the owner and not under the control of the owner.
Any member of the species Felis catus.
Any member of the species Canis familiaris.
To provide food or shelter to an animal.
Any person who provides food and shelter for an animal on a periodic
or continuing basis.
Animals, other than dogs or cats, including but not limited to birds,
reptiles, amphibians, insects and fish, which are harbored, kept or owned
within the Village of South Glens Falls.
A person who harbors or keeps an animal, except that if the person
is under 18 years, the "owner" shall be deemed to be the parent or guardian
of such person.
Any individual, corporation, partnership, association or other organized
group of persons, municipality or other legal entity.
