In case of public emergency, act of God, drought or conflagration, the Mayor of the Village, with the consent of the Board of Trustees, shall have the power to regulate the use of water from its water supply within said Village, and, except for drinking and domestic use within a dwelling and for the purpose of fighting fire, he may prohibit its use entirely. The Mayor shall be the sole judge as to when an emergency exists. The power herein granted shall exist only for the duration of such emergency.
No person, firm or corporation shall use sprinklers, hand hoses or other devices for the purpose of watering gardens, yards, lawns, streets, driveways or thoroughfares from the water supply of the Village except between the hours of 6:00 a.m. and 8:00 a.m. and 5:00 p.m. and 8:00 p.m.; and no sprinkler, hand hose or other device shall be used over three hours in any one day; and no person, firm or corporation shall use such sprinklers, hand hoses or other devices for the purpose of sprinkling or watering adjoining properties.
Whenever the public health, welfare or order of the Village is endangered due to the freezing of the water service or supply pipes of the water consumers of the Village, the Board of Trustees of said Village is hereby empowered to declare that a public emergency exists.
A. 
In case it shall become necessary for the Mayor of the Village to act under the provisions herein, he shall cause a proclamation to be made, the same to be signed by him and given under the seal of said Village and also signed by the Village Clerk, stating specifically the nature of such emergency and also stating specifically for what uses the use of water is prohibited.
B. 
The proclamation shall become effective upon posting the same in three public places and shall thereafter be published in the first issue of the official newspaper or newspapers of said Village.

The Mayor, with the consent of the Board of Trustees, shall have the power to discontinue and cut off the supply of water to property where any person, firm or corporation fails or refuses to observe the foregoing restrictions or to observe the proclamation of emergency herein provided.
