Water rates are chargeable in accordance with a schedule of types of use and fees imposed and established by resolution of the Village Board.
A. 
Each consumer will, unless it is otherwise provided, receive a bill for water semiannually, the same to be due and payable upon presentation. Each of these bills shall include the charge for water consumed as well as any other charges which the consumer may have incurred.
B. 
The responsibility for payment of all bills rests upon the owner of the premises, and he shall be liable for all charges when due and payable.
C. 
Failure to receive a bill does not entitle any consumer to avoid penalty as hereinafter prescribed. The Village does not guarantee the billing or the delivery of the bill to any consumer.
D. 
Water rents shall be billed and collected by the Village Clerk/Treasurer for such periods of use and by methods of installment billing as the Village Board shall, from time to time, administratively direct by resolution. All water rates and rents to areas comparable outside said Village shall be double the water rates charged for service within said Village. The billing of water charges is as follows: Whereas water use is three months or more, the full six-month charge will be in effect. Whereas less than three months of water is used, the charge will be prorated.

E. 
Consumer responsibilities.
(1) 
Consumers shall be responsible for notifying the Clerk-Treasurer about modifications to their premises with respect to water usage, including but not limited to swimming pools and building conversions. Upon verification by a Village official, the billing will be adjusted as of the next billing period.
F. 
Multidwelling units shall be billed for the individual number of living units, without regard to occupancy status.
A. 
In the event that any previous water bill has not been paid in full, a penalty of 10% of the amount of the unpaid bill shall be added to the current water consumption bill. Said penalty of 10% shall go into effect the second business day of the month following the date of the bill.

B. 
Unpaid bills for water service charges or other charges incurred by the consumer are a lien upon the property. The Village may enforce the collection of unpaid bills by cutting off the supply of water after penalties start to accrue on the unpaid bills by enforcing the collection of such bills or by any other means as provided by law, including the adding of such unpaid bills to the tax bills of the owner of the real property being serviced.

Water may be turned off for nonpayment according to the provisions of this chapter.
B. 
Where there is one water service servicing a building housing two or more families, the Village, by its duly constituted agent, may, upon twenty-four-hour notice to the owner, agent or occupant of the premises affected, discontinue the supply of water, and such supply shall not be made available until all the rules and regulations are complied with and until all unpaid charges and rents shall be paid. The foregoing shall also include the charge for turning off the water.
C. 
Service of any notice authorized or directed by or on behalf of the Village may be made upon the owner or consumer personally, by leaving the same at the premises where water is supplied or by sending the same, by mail, to such party at the last address furnished to the Village.
D. 
A fee will be charged to restore water service per latest adopted fee schedule.[1]

Should it be desired by the consumer to discontinue the use of water, the Village shall be notified, in writing, as to the desired time and place at which the service is to be discontinued. The Board shall require the Superintendent of Public Works or his representative to shut off the service at the curb box. When it is desired to resume service, similar notification shall be given to the Village, and, upon payment of all indebtedness, the Superintendent of Public Works or his representative will turn on or off the water at the curb box. The charge made for turning on or off the water shall be as stipulated in the latest adopted fee schedule.
Rebates of rentals for the nonusage of water will not be allowed unless the Village Clerk-Treasurer is notified, in writing, at the time and on the date when the water will be shut off and turned on at the curb box. No rebate is allowed for any period less than three months.
When bills are desired by large commercial or industrial users, for other than regular semiannual periods, a bill based on monthly or quarterly periods will be given after the receipt of a written request and approval by the Village Board of Trustees.
In addition to the charges and other remedies provided by this chapter, any person committing an offense against this chapter shall, upon conviction, be subject to a fine not exceeding $250 or imprisonment for a term not exceeding 15 days, or to both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
