The General Assembly of the Commonwealth of Pennsylvania, by Act 62 of 1972, P.L. 184, as amended,[1] has granted to municipalities the right and power to adopt home rule charters or one of several optional plans of government and to exercise the powers and authority of local self-government subject to certain restrictions and limitations, providing procedures for adopting and defining the effect thereof. The citizens of the Township of Lower Saucon, have elected on November 6, 1973, to adopt an optional plan of government and to be governed under the Council-Manager plan beginning January 5, 1976, and this chapter is hereby adopted to effectuate this change and to provide the citizens of Lower Saucon Township with a progressive, efficient and economical government. It is the purpose of this chapter, in keeping with the Home Rule Charter and Optional Plans Law,[2] to permit the broadest power of local government consistent with the constitutions of the United States and of the Commonwealth of Pennsylvania, with the Home Rule Charter and Optional Plans Law itself and with general law; and its provisions shall be read and interpreted in the light of such purpose.
This chapter shall be known and cited as the "Administrative Code of the Township of Lower Saucon, 1976."
A. CONTROLLER COUNCIL DIRECTOR OF FINANCE MUNICIPAL ELECTION PERSON PUBLIC EMPLOYMENT PUBLIC OFFICE QUALIFIED ELECTOR or VOTER TOWNSHIP TOWNSHIP MANAGER or MANAGER
The following words, when used in this chapter, shall mean or include as follows:
The elected official who exercises the fiscal control power of the Township, and may mean "auditor" insofar as existing general law is not inconsistent with the duties of Controller hereinafter defined.
The five-member Council of the Township of Lower Saucon, Pennsylvania, and shall mean the elected body which, acting as a whole, exercises the legislative power of the Township, and shall mean "Supervisors" in existing general law to the extent that such term relates to the exercise of legislative power.
That individual whose duties include collecting and participating in the disbursement of Township revenues, and shall include "tax collector" in interpretations of existing general law.

That election required by the Constitution of Pennsylvania to be held in odd-numbered years.
An individual, a partnership, an association and a corporation.
Any appointive federal, state, county or municipal position.
An elective federal, state, county, municipal or school district position.
A person who is legally eligible to vote, having met the age, residency and registration requirements as set forth by commonwealth law.
The Township of Lower Saucon, Northampton County, Pennsylvania.
The appointed Township official in whom the executive and administrative power of the Township government shall be vested, and shall mean "Supervisor" in the interpretations of general law to the extent that such term relates to the exercise of executive power.

The masculine pronoun shall be construed to include the feminine pronoun; the singular shall be construed to be the plural whenever the context shall require.
