If there is a conflict between the provisions
of these regulations, the provision which imposes the most stringent
standards for the use of wetlands and watercourses shall govern. The
invalidity of any word, clause, sentence, section, part, subsection,
subdivision or provision of these regulations shall not affect the
validity of any other part which can be given effect without such
invalid part or parts.
If there is a conflict between any provision
of these regulations and the provision of the Act, the provision of
the Act shall govern.
