A. 
Prior to final approval, the subdivider shall have installed the following improvements, except for those set for which the Planning Board has accepted a performance guaranty pursuant to § 91-7:
(1) 
Streets and storm sewers, in accordance with the minimum road design standards set forth in § 91-15H.
(2) 
Sidewalks where, in the judgment of the Planning Board, they are needed for reasons of public safety or general welfare. Sidewalks shall be constructed of concrete and in accordance with the New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction.
(3) 
Sanitary sewers, water mains and fire hydrants, where applicable, in accordance with accepted engineering standards and as approved by the Township Engineer.
(4) 
Street signs, as approved by the township, shall be placed at all intersections within or abutting the subdivision. Sign nameplates shall be of metal and coated with reflective materials.
(5) 
Monuments, placed in accordance with the provisions of the State of New Jersey Map Filing Law.[1]

(6) 
At least two shade trees shall be planted on each lot within the subdivision. The shade trees shall be planted parallel to and offset, a maximum of 10 feet, from the street right-of-way line.
(7) 
Topsoil moved in the course of construction of the subdivision improvements and subsequent building activities shall not be used as spoil or be removed from the subdivision site. Such topsoil shall be redistributed equally over building sites to provide at least four inches of cover to all areas of the subdivision and shall be stabilized in accordance with an approved Soil Erosion and Sediment Control Plan.
(8) 
Projects which meet the definition of "major development," as defined in Chapter 109, Stormwater Control, shall have stormwater control improvements installed as required by the standards set forth in the New Jersey Residential Site Improvement Standards, N.J.A.C. 5:21-1.1, and/or the requirements of Chapter 109, Stormwater Control, as applicable.

B. 
All of the above-listed improvements shall be subject to inspection and approval by the Township Engineer, who shall be notified by the developer at least 24 hours prior to the start of construction. No underground installations shall be covered until inspected and approved. As-built drawings shall be submitted prior to final approval which show the location of all improvements, including underground utilities, storm drains, sanitary sewers, underdrains and water mains, including the shutoff valves. Those improvements which are not installed at the time of final approval shall be included on the as-built drawings prior to road acceptance by the township.
C. 
With respect to a proposed subdivision creating lots to be utilized for residential purposes, the subdivider shall comply with all design and site improvement standards set forth in the New Jersey Residential Site Improvements Standards set forth in N.J.A.C. 5:21-1.1 et seq. In the event of a conflict between the New Jersey Residential Site Improvement Standards contained in N.J.A.C. 5:21-1.1 and the standards contained in this chapter or any township ordinance, the standards contained in the New Jersey Residential Site Improvement Standards shall prevail.

Off-tract improvements and/or impact fees may be required as a condition of approval of the development by the reviewing municipal board in accordance with the provisions of § 15-38.3 of the Land Use Procedures Ordinance of the township.
