The continued growth in the economic base of the Town of DeWitt is highly desirable to keep employment high, to keep taxes at reasonable levels and to keep the community a fine place to live and work. Establishment of a Commission for Economic Development is a necessary step in fostering such continued economic growth in order to attract new business and foster growth and expansion of existing businesses.
The Town Board of the Town of DeWitt hereby creates a Commission, which shall be known as the "DeWitt Commission for Economic Development," hereinafter called the "Commission."
A. 
The Commission shall consist of not fewer than five (5) nor more than seven (7) members, all of whom shall be residents of the Town of DeWitt. The Town Board shall consider geographical distribution, age, employment and special expertise in maintaining a balance on the Commission of individuals with diversified backgrounds and concerns willing to dedicate themselves to the continued economic growth of the town. The Town Board shall initially appoint one (1) fewer than half of the members to two-year terms and one (1) more than half of the members to one-year terms. Successors shall be appointed for two-year terms except when appointed to fill a vacancy in any unexpired term. At least one (1) member shall be a member of the Town Board.
B. 
In the event that a member is unable to devote the necessary time to the activities of the Commission, the Town Board may declare his or her position vacant and appoint a successor to fill the unexpired term.
C. 
The Supervisor or his designee from the Board, the Chairman of the Planning Board, the Chairman of the Advisory Conservation Commission, the Commissioner of Development and Operations, the Town Attorney, the Special Districts Attorney and other officials that may be hereafter designated by the Town Board shall be ex officio members of the Commission.
A. 
At the first meeting of the Commission, its members shall elect from among themselves a Chairman and a Recording Secretary.
B. 
The Commission shall adopt rules and procedures for its meetings, shall keep accurate records of its meetings and activities and shall file an annual report as provided in § 18-6 of this chapter.
The powers and duties of the Commission shall be to:
A. 
Advise the Town Board and other town agencies on matters affecting economic growth and stability of the town to enhance the long-range economic viability of the town.
B. 
Foster and assist in the attraction of new business and industry to the town.
C. 
Retain and promote the growth of existing business and industry to the town.
D. 
Assist the Town Board in the monitoring and controlling the town's economic development.
E. 
Create positive public attitudes toward economic development.
F. 
Identify and market the town's assets and other advantages of doing business in the town.
G. 
Foster cooperation with other government and private agencies within the Central New York area which have parallel goals.
H. 
Carry out such other duties as may be assigned from time to time by the Town Board of the Town of DeWitt.
The Commission shall submit an annual report to the Town Board, no later than the first day of April of each year, concerning the activities and work of the Commission and from time to time shall submit such reports and recommendations as may be necessary to fulfill the purposes of this chapter.
The members of the Commission, including ex officio members, shall receive no compensation for their services as members thereof but may be reimbursed for reasonable and necessary expenses incurred in the performance of their duties within the appropriations made available therefor.
