A. 
Every person in the Town of DeWitt outside the Village of East Syracuse who owns a bicycle operated in the Town of DeWitt outside the Village of East Syracuse shall register the bicycle with the Police Department at its headquarters or such other convenient place or places as shall be provided, giving the type, manufacturer's name, name and address of the owner, type and number of lights and equipment showing compliance with the state law and such other identifying data as the Police Department shall require, which registration shall be effective from the date of issue for a three-year period and shall be renewable on or ten (10) days prior to the date and month of original issue three (3) years hence. Registration shall be without fee.
B. 
Every person in the Town of DeWitt outside the Village of East Syracuse having a legally registered bicycle on the date of adoption of this chapter shall be considered as having a properly registered bicycle effective as of the date of issuance of said registration. Said registration shall be effective for a three-year period beginning on the original date of issue.
C. 
Upon the sale of new or used bicycles, retail dealers shall provide purchasers of such bicycles with registration application forms which will be provided by the Police Department and, if requested, shall assist new owners in the preparation of such registration forms.
D. 
Every person in the Town of DeWitt outside the Village of East Syracuse who acquires or becomes the owner of a bicycle operated or to be operated in the town shall, within ten (10) days thereafter, register the same with the Police Department as above provided. Such registration shall be valid during the three-year period as herein specified.
E. 
Upon the sale or transfer of a registered bicycle, the originally issued registration will be transferred to the new owner, and the new owner will be required to notify the Police Department or party designated by it to maintain such records of such transfer of ownership.

The Police Department shall issue to every registrant, at the time of registering, a registration tag, plate or other identifying device bearing the registration number of the bicycle and such other data as the Police Department shall provide. The registrant shall affix such tag, plate or identifying device to the bicycle so registered in a conspicuous place and keep the same affixed thereto at all times. The Police Department shall also issue to every registrant, at the time of registering, a bicycle license or registration card showing proper registration in such form as the Police Department shall determine. Such license or card shall be shown to any police officer upon demand.

This chapter shall not apply to manufacturers or persons in the business of selling bicycles with reference to unregistered bicycles owned and held by them for sale as part of their stock-in-trade.
A. 
Any person violating this chapter shall be guilty of an offense and liable to a fine not to exceed ten dollars ($10.).
B. 
This chapter shall take effect on the 10th day after the date of the publication of this notice; provided, however, that this chapter shall take effect from the date of its service as against a person personally served with a copy thereof certified by the Town Clerk under the Corporate Seal of the town and showing the date of its passage and entry in the minutes.
