The site of all mobile home parks shall comply with the following minimum requirements:
A. 
It shall have an area of not less than ten (10) acres.
B. 
It shall be free of adverse influences from such uses as garbage or rubbish disposal areas or other potential breeding places for insects or rodents.
C. 
It shall not be located near to swamps or marshes or be subject to flooding.
D. 
It shall not be subject to any hazard or nuisance such as excessive noise, vibration, smoke, toxic matter, radiation, heat, odor or glare.
A. 
The ground surface in all parts of a mobile home park shall be graded and equipped to drain all surface water in a safe and efficient manner.
B. 
Surface water collectors and other bodies of standing water capable of breeding mosquitoes and other insects shall be eliminated or controlled in a manner acceptable to and approved by the Onondaga County Health Department.
C. 
Wastes or wastewater from plumbing fixtures or sanitary sewer lines shall not be deposited upon the ground surface in any part of a mobile home park or upon adjacent lands.
A. 
Ground surfaces in all parts of a mobile home park shall be protected with a vegetative growth capable of preventing soil erosion and the emanation of dust during dry weather or, as an alternative, paved or covered with stone screenings or other solid material.
B. 
Mobile home park grounds shall be maintained free of vegetative growth which is poisonous or which may harbor rodents, insects or other pests harmful to man.
A. 
Not less than ten percent (10%) of the gross area of the mobile home park must be set aside, developed and maintained for recreational activities of the residents of the park.
B. 
Each such recreational area shall not be less than five thousand (5,000) square feet in area.
C. 
Recreational areas shall be so located as to be free of traffic hazards and should, where the topography permits, be centrally located.
D. 
Playground equipment, benches and suitable facilities shall be installed in each required recreational area.
E. 
Other than the foregoing, no part of a mobile home park shall be used for nonresidential purposes, except such uses that are required for the direct servicing and well-being of park residents and for the management and maintenance of the park.
A. 
All mobile homes on individual lots shall have a front yard with a minimum depth of thirty-five (35) feet, two (2) side yards with a total width of not less than twenty-five (25) feet, neither one of which may be less than nine (9) feet in width at the front and rear building line, and a rear yard with a minimum depth of twenty (20) feet.
B. 
All mobile home parks must provide buffer strips, setbacks and screening such as fences or make use of natural growth along the boundary property line separating the park and the adjacent uses. Suitable screening from adjacent properties is required.
A. 
All mobile home lots shall have a minimum area of five thousand (5,000) square feet.
B. 
All mobile homes in excess of fourteen (14) feet in width will be required to occupy two (2) lots which have a common lot line along their longest dimension.
C. 
Mobile homes shall be separated from each other and from other buildings and structures other than accessory structures by at least twenty-five (25) feet.
A. 
A safe and convenient vehicular access shall be provided from abutting public streets or roads. Such entrance road shall have a minimum road pavement width of thirty-four (34) feet.
B. 
The internal streets of a mobile home park shall be of adequate width to accommodate anticipated traffic and in any case shall meet the following minimum requirements:
(1) 
Where parking is permitted on both sides, a minimum pavement width of thirty-four (34) feet will be required.
(2) 
A minimum pavement width of twenty-eight (28) feet will be required where parking is limited to one (1) side.
(3) 
Dead-end streets shall be provided at the closed end with a cul-de-sac designed with a turnaround having an outside roadway diameter of at least one hundred (100) feet and a street property line diameter of at least one hundred twenty (120) feet.
C. 
All mobile home park streets shall be furnished with lighting units so spaced and equipped with light placed at such mounting heights as will provide average levels of illumination for the safe movement of pedestrians and vehicles at night.
D. 
Except for the above requirements, all streets and roads shall meet the minimum design and construction standards of the Town of DeWitt.
A. 
Off-street parking areas shall be provided in all mobile home parks for the use of park occupants and guests.
B. 
If parking is permitted on one (1) or both sides of the access street, one (1) off-street car parking space for each mobile home shall be provided and so located as to provide convenient access to the mobile home. If no parking is permitted on the access street, two (2) off-street car parking spaces shall be provided for each mobile home. In no instance shall the required spaces be provided at a distance greater than two hundred fifty (250) feet from the mobile home they are intended to serve.
A. 
All parks shall provide safe, convenient pedestrian access of adequate width for intended use, durable and convenient to maintain, between individual mobile homes, the park streets and all community facilities provided for park residents. Sudden changes in alignment and gradient shall be avoided.
B. 
Where a common walk system is provided and maintained between locations and where pedestrian traffic is concentrated, such common walks shall have a minimum width of four (4) feet.
C. 
All mobile home stands shall be connected to common walks or to streets or to driveways or parking spaces connecting to a paved street. Such individual walks shall have a minimum width of two (2) feet.
A. 
The area of the mobile home stand shall be improved to provide an adequate foundation for the placement of the mobile home.
B. 
The mobile home stand shall be designed so as not to heave, shift or settle unevenly under the weight of the mobile home because of frost action, inadequate drainage, vibration or other forces acting on the superstructure.
A. 
Accessory buildings located on the mobile home stand shall have a maximum floor area of one hundred twenty (120) square feet.
B. 
Accessory buildings shall conform to the side yard limitations set forth in § 122-11, shall not be permitted in the front yard and may not extend into the rear yard for a distance not to exceed twelve (12) feet.
