A. 
No person shall stop, stand or park a vehicle, whether occupied or not, in a safety zone, on a crosswalk and in any other areas which obstruct the safe flow of traffic on property owned by Penn Yan Central School District. The Police Department is hereby authorized to remove and tow away, or have removed and towed away by a commercial towing service, any car or other vehicle illegally parked in violation of this subsection. Cars or vehicles so towed away for illegal parking shall be restored to the owner or operator of such car or vehicle upon the payment of the costs of removing and storage of said car or vehicle.
B. 
Traffic on the roadways parallel to the bus ports in front of the following school buildings shall be designated as one-way, with traffic proceeding toward the south at Penn Yan Academy and toward the north at the Penn Yan Elementary School.
C. 
The speed limit on all school campuses shall not exceed 15 miles per hour.
D. 
At the Penn Yan Academy, enrolled students may park only in areas designated by the school district.
A. 
Ten miles per hour is hereby established as the maximum speed at which vehicles may proceed within the Lake Street Plaza.
B. 
It shall be unlawful to park any vehicle in the Lake Street Plaza when the gross weight of the vehicle exceeds eight tons, except for the purpose of making deliveries or picking up a load within the Lake Street Plaza.
C. 
The parking of vehicles is prohibited in the fire lane adjacent to the walkway in the Lake Street Plaza.
D. 
The parking of vehicles in spaces reserved for handicapped persons is prohibited, except for authorized vehicles.
E. 
The removal and storage of vehicles parked or abandoned in the Lake Street Plaza during snowstorms, floods, fires or other public emergencies or found unattended in the Lake Street Plaza where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited is hereby authorized, and the owner or operator shall be responsible for the reasonable charges for such removal and storage of any such vehicle.

The following are hereby designated as municipal parking fields:
A. 
Municipal Parking Field No. 3, located to the west of Jacob's Brook and east of the business block on Main Street. Traffic flow shall be counterclockwise, and requisite signage shall be provided consistent therewith. Parking therein shall be subject to the following:

(1) 
Three parking spaces in the westerly row of parking spaces of the parking field shall be designated for handicapped parking, located as follows: from a point in the easterly edge of the sidewalk adjacent on the west to the westerly line of parking spaces, which point is located approximately 106 feet four inches southerly from the southerly curbline of Jacob Street, as measured in a straight line extension of said easterly edge of the sidewalk from said southerly curbline of Jacob Street, thence southerly along the easterly edge of the sidewalk a distance of 56 feet eight inches to a point.
B. 
Municipal Parking Field No. 4, located between the north line of Elm Street and the south line of Maiden Lane in the Village, commonly referred to as the "Firehouse Parking Lot." The following shall be designated parking spaces in Municipal Parking Field No. 4:
(1) 
Nine spaces on the westerly side of the entrance from Elm Street to Municipal Parking Field No. 4 shall be reserved for the following:
(a) 
One for handicapped parking;
(b) 
Seven for personnel responding to emergency Fire calls;
(c) 
One for fifteen-minute parking of Village- and municipal-owned trucks.
(2) 
One parking space shall be reserved for Henderson Drug Store, or its successor in business, at the rear of the store to comply with the right-of-way agreement entered into with the Henderson Drug Company.
(3) 
Four spaces for fifteen-minute free parking for customers to transact Village business during Village business hours, Monday through Friday, 7:30 a.m. to 4:30 p.m. (excluding holidays), shall be reserved adjacent to the Village Office on the easterly side of the entrance from Elm Street to Municipal Parking Field No. 4.
(4) 
An additional five handicapped parking spaces shall be located as follows in Municipal Parking field No. 4.
(a) 
One handicapped parking space at the rear of the Henderson Drug Company store;
(b) 
Two handicapped parking spaces in the most easterly row of north-to-south parking spaces; and
(c) 
Two handicapped parking spaces in the most northerly row of east-to-west parking spaces.
C. 
Municipal Parking Field No. 5, located on Wagener Street, being those premises west of the business block on the westerly side of Main Street between Elm Street and Wagener Street.
D. 
Municipal Parking Field No. 6, located on the westerly side of Basin Street.

A. 
Parking in a designated parking space on a Village street for a period of longer than two hours in the Business District is prohibited
B. 
Parking in Municipal Parking Field Nos. 3, 4, 5 and 6 is prohibited for a period longer than 12 hours.
C. 
Parking in a space designated by the Village of Penn Yan as a handicapped parking space for a period longer than two hours is prohibited.
