Subject to § 57-5 hereof, any competent person shall without a special permit be permitted, if he shall use due care, to:
A.
Burn materials in an adequate incinerator, except that
no such burning shall be permitted between the hours of sunset and sunrise.
B.
Operate a barbecue or picnic grill, provided that the
fuel used is charcoal, briquets or similar fuel.
C.
Display outdoor lanterns and torches for decorative purposes
or for illumination.
