This article shall supersede County Law § 214 to the extent
of authorizing publication of an abstract, rather than the full text, of any
newly adopted local law that provides for the arrangement of local laws into
a comprehensive Code.
Except as otherwise provided by law, the Clerk of the Legislature shall
cause an abstract of each such newly adopted local law to be published in
the county's official newspapers at least once a week for two successive
weeks, the first publication of which shall be had within 10 days after such
local law has become effective; provided, however, that if such local law
is subject to a permissive referendum, the abstract shall be published in
such official newspapers at least once a week for two successive weeks, the
first publication of which shall be within 10 days after the local law is
adopted. The abstract shall state clearly and concisely the general content
of the local law.
The Clerk of the Legislature shall make a true copy of each such local
law available for public inspection during the regular business hours of the
Clerk's office.
