The Clerk of the County Legislature shall transmit a copy of every notice received by him pursuant to this chapter to the County Attorney and to the Commissioner of Public Works if the Commissioner of Public Works was not the source of such notice.
On and after the effective date of this chapter, L.L. No. 5-1978, entitled "A local law requiring written notice of defective, unsafe, dangerous or obstructed conditions prior to maintenance of an action against the County of Sullivan for damages to person or property," is hereby repealed; provided, however, that such local law shall be effective for all purposes with respect to any claims, actions or proceedings arising prior to the effective date of this chapter.
