The Water Department reserves the right in all cases to stipulate the size, type and locations of service and metering to be used.
The Department shall not be required to install any service lines or service connections between November 15 and April 15, except by special arrangement, in which case the customer shall pay for any excess over normal costs.
The Department shall not be compelled to proceed with the installation of service lines and service connections under the provisions of this article when circumstances beyond the control of the Department prohibit such construction. Such circumstances include, but shall not be limited to, delays in delivery of materials, weather conditions, strikes and acts of God.
The installation of all service piping from the water main, to and including the curb stop and curb box, shall be made by the Department at the expense of the owner of the premises served. Charges for services and meters are payable in advance and at rates established from time to time by the Department.
All water services shall be constructed at right angles to the main for their entire length into the premises.
A. 
For services 3/4 inch through two inches in diameter, Type K, soft copper water tubing and fittings as approved by the American Water Works Association shall be used.
B. 
For services over two inches in diameter, a minimum of four-inch cast-iron pipe shall be used and installed per specifications of the American Water Works Association. The connection at the main shall be installed by the Department at the expense of the owner.
Service pipes will be required to be laid at a depth of not less than five feet or more than six feet below finished grade for their entire length and not permitted to be laid within five feet of a sewer, gas, steam, electrical or other conduit for any part of the distance from the main to the building.
The Department, at its expense, will maintain the service pipe and service connection from the main to and including the curb shutoff. Exception: fire protection service.
A. 
Piping installation and maintenance from curb box shutoff to premises; expenses; performance of work. At his own expense, the applicant shall install the service pipe from the curb box shutoff to the premises and a valve to be located preferably just inside the building wall, permitting control of the water supply by the customer. At the expense of the customer, this property shall be maintained and, when necessary, replaced. For this installation and maintenance thereof, the customer shall see to it that all work is performed in a manner satisfactory to the Department.
B. 
Size of piping, material, construction, etc. The minimum size, materials, depth of cover and method of construction shall be the same as specified in this article for a service pipe installed by the Department.
C. 
Defects in workmanship or materials. If any defects in workmanship or materials are found, or if the customer's service pipe has not been installed in accordance with such specifications or with the Department's requirements, water service either will not be turned on or will be discontinued if such defects are not remedied.
D. 
Pipes to lead directly into premises; extension under cellar floors. All service pipes shall lead directly into the premises and shall not be extended under cellar floors except beyond a point where the water is controlled and metered.
E. 
Maintenance of piping; fixtures from curb stop to premises. The owner of the property into which water is introduced by a service pipe will be required to maintain in proper order, at his own cost and expense, said service pipe from the curb stop into the premises, together with all fixtures for delivering or supplying water for any purpose.
F. 
Separate service lines required generally. A separate service is required for each premises supplied with water equipped with a curb stop under the control of the Department.
G. 
Effect of violation by persons using joint service lines. Where two or more premises are now supplied with water through one service pipe under the control of one curb stop, if any of the parties so supplied shall violate any of the regulations of this chapter, the Department reserves the right to apply its shutoff regulations to such joint service line. Except where the health and welfare of others is of more pressing consequence, such action shall not be taken until the innocent customer, who is not in violation of the regulations, has been given a reasonable opportunity to attach his pipe to a separately controlled service connection.
H. 
Frozen service lines. The service pipe from the main to the curb having been installed to the proper depth, the Department shall not be responsible in case such service lines freeze. If the Department assists in thawing them, such costs shall be borne by the property owner.
The Department reserves the right to meter any service and apply the established metered rates.
All meters and meter connections shall at all times be the sole property of the Town of Union and shall not be interfered with in any respect.
An individual meter shall be required for each premises and for each separate water service connection to a premises.
Prior to installation, each meter will be tested. Every meter shall perform to accuracies equal to or exceeding those established by the Public Service Commission of the State of New York before being placed in service. The Department reserves the right to remove and test any meter at any time and to substitute another meter in its place.
When a meter is found defective, it shall immediately be repaired, tested and properly adjusted.
Every water meter shall be provided with a compression stopcock on each side. All meters two inches and larger in diameter shall be fitted with a suitable bypass and furnished with a valve under the control and seal of the Department and installed per its approval.
All meters shall be sealed by the Department at the time of installation, and no seal shall be altered or broken except by one of its authorized employees or agents.
A. 
Generally. The customer shall provide a place acceptable to the Department for the location of the meter. The customer shall install the necessary piping, fittings, valves and pipe couplings to receive the meter.
B. 
Setting near property line. In all cases, irrespective of meter size, where the distance from the property line to the front wall of the premises is greater than 75 feet, the Department may require that the meter be set at or near the property line.
C. 
Setting with street. When, due to special circumstances, it is necessary to set any meter within the territorial limits of the public street, all expenses incurred by the Department in connection with its proper housing shall be reimbursed to the Department by the customer.
All meters will be maintained by and at the expense of the Water Department so far as ordinary wear and tear is concerned, but the customer will be held responsible for damage due to freezing, hot water or other external causes. In case of damage, the Department will repair the meter, if necessary, replacing it with another meter, and the costs shall be paid by the customer. The Department recommends that the customer install, at his expense, suitable equipment properly located to prevent backflow of hot water which may cause damage to the meter, or other damage to the customer's plumbing.
Permanent changes in the size of meters on existing services will be made at the request of the customer if reasonable or at the discretion of the Department if of insufficient capacity. Such costs shall be charged the customer on the basis of difference in cost of meters changed and time and material involved.
Meters or services relocated for the convenience of the customer will be relocated at the customer's expense.
