Uniform service charges, being less than the average actual cost of installation, are set from time to time by resolution of the Town Board. Such charges shall be payable in advance. Where sizes larger than indicated are desired, an advance deposit shall be made by the customer in the amount of the cost as estimated by the Department.

Metered service rates shall be established by the Town Board in the annual budget for all rates applicable for general metered purposes in the service area, including residential, commercial, industrial, irrigation, water district and other municipal customers with quarterly or other billing cycles established by the Town Board by resolution. Charges are for three months' service in arrears and are payable in accordance with Article IV of this chapter.
Water Rate Schedule
Until changed in accordance with the above, quarterly rate billings shall be as follows:
A. 
Water rates for Choconut Center subsequent to Phase I and Phase II construction shall be a multiple of 2.7 times the prevailing Johnson City rates for inside users.
B. 
Water rates for Choconut Center subsequent to Phase III construction shall be the prevailing Johnson City rates for outside users.
C. 
In addition, if any bill remains unpaid for 30 days beyond the billing date, there shall be due and payable an additional fee in the amount of 12% of the amount of the bill.
A deposit is required to cover the estimated connection costs contracted by the Department.
The charges as set from time to time by resolution of the Town Board shall be payable annually for service in arrears.
Charges for meter tests made upon request shall be as set from time to time by resolution of the Town Board. Such deposit shall be refundable pursuant to Article IV of this chapter.
The installation of outside meter reading devices is mandatory. The charge for this outside device and installation shall be as set from time to time by resolution of the Town Board.
A. 
Charges for water furnished through a temporary service connection shall be at the established rates for other customers.
B. 
The applicant for temporary service will be required to:
(1) 
Pay the Department in advance the estimated cost of installing and removing all facilities necessary to furnish such service.
(2) 
Deposit an amount sufficient to cover bills for water during the entire period that such temporary service may be used.
(3) 
Deposit with the Department an amount equal to the value of any equipment loaned by the Department to such applicant for use on temporary service.
A. 
Deposit required. Where charges are not otherwise specified, a deposit shall be required, based on estimated costs. Such amounts will be held by the Department without interest.
B. 
Application of deposit to costs. Upon completion of such work or service, the actual costs will be billed and the deposit shall be applied to such cost. Any surplus will be returned to the customer, and any deficiency the customer shall pay.
A. 
Whenever water service has been discontinued by the Department for reasons specified in Articles IV and VIII of this chapter, the payment of a service charge as set from time to time by resolution of the Town Board is required prior to restoration of service.
B. 
In the event that charges or violations of Articles IV and VIII have not been satisfied by or prior to the date of the turnoff notice and an employee or agent of the Department arrives at the premises for this purpose though the service is not actually shut off, the service charge is likewise required.
A. 
In the event that a resident of the Town of Union or resident outside of the limits of the Town of Union is desirous of obtaining an abnormally large quantity of water for the filling of a swimming pool or for other purposes, arrangements for same shall be made with the Water Department prior to the taking of said water. Authorization for the taking of such water in unusual quantities will be given only if same can be safely delivered through the Water Department's facilities and alleviating the possibility of other consumers being inconvenienced.
B. 
The Water Department Superintendent is authorized to comply with requests for filling swimming pools, conditioned upon a charge being made to the residents of the Town of Union at the regular rate for such water used and additional charge for labor for two men at the prescribed rate during working hours and 11/2 the rate for overtime.
C. 
For non-Town residents, the charge for water shall be 11/2 times the charge to Town residents.
