A. 
When a sanitary sewer is accepted by the Town Board, all properties accessible thereto shall connect in accordance with the provisions of this chapter.
B. 
No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Plumbing Inspector. The owner or his authorized agent shall make application on a special form furnished by the Plumbing Inspector, supplemented by any plans, specifications or other information considered pertinent in the judgment of the Plumbing Inspector. The application becomes a permit when signed by the Plumbing Inspector. Applications are to be made by the contractor, who must show authorization from the property owner. The contractor must show coverage with such insurance as may be required by the Town Board.
C. 
The connection fee for each connection from a single residential, multiple residential, commercial or industrial building or unit shall be in accordance with a schedule of connection charges established by resolution of the Town Board. All connections shall be made by the Town of West Seneca, and no connections shall be made by owners or their agents.
All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the Town of West Seneca from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
A separate and independent building sewer shall be provided for every building except where special permission is received from the Town Board.
Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the Code Enforcement Officer or his designee, to meet all requirements of this chapter.
The size, slope, alignment and materials of construction of a building sewer, and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, shall all conform to the requirements of the Building and Plumbing Codes[1] or other applicable rules and regulations of the Town of West Seneca. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the A.S.T.M. and W.P.C.F. Manual of Practice No. 9 shall apply.

No footing drains, areaway drains, roof drains or other drains carrying surface water or groundwater shall be connected to the building sewer, building drain or public sanitary sewer, either directly or indirectly. A sump pump, wherever required, will be provided with a separate pipe, outlet or drain to carry groundwater and surface water to a natural outlet or storm sewer.
The connection of the building sewer into the public sewer shall conform to the requirements of the Building and Plumbing Codes[1] or other applicable rules and regulations of the Town of West Seneca or the procedures set forth in appropriate specifications of the A.S.T.M. and the W.P.C.F. Manual of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the Plumbing Inspector before installation.

The applicant for the building sewer permit shall notify the Code Enforcement Officer or his designee when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the inspection of the Code Enforcement Officer or his designee.
All excavations for a building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public and private properties and utilities disturbed in the course of the work shall be restored in a manner satisfactory to the appropriate jurisdiction.
Whenever pipelaying is not in progress, the end of the pipe shall be securely closed with a tight-fitting cover or plug. Any earth or other material entering the main sewer due to operations of the plumber, contractor or building owner shall be removed at his expense. All trenches must be protected by sufficient sheeting and bracing.
Within the highway right-of-way, the backfilling of trenches and restoration of work areas shall be in accordance with requirements of the highway agency having jurisdiction.

Nonsanitary connections. No person shall make connection of roof downspouts, foundation drains, areaway drains, sump pumps, floor drains, such as garage or basement, or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer. Any such connection now in existence shall be removed, redirected, and/or otherwise incapacitated to prevent surface runoff or groundwater from entering directly or indirectly into a public sanitary sewer.
