No person shall in anywise injure or destroy any tree or shrub growing along the streets or sidewalks or upon any public property, park or playground.

Any persons violating the provisions of this article shall be liable to a penalty of not less than $5 nor more than $250 for each offense. A violation of this article or any part thereof shall constitute disorderly conduct, and the person violating the same shall be a disorderly person.
